About this file
This document contains special instructions to vendors for a definite quantity contract solicitation issued by Broward County's Office of Emergency Management (OEM) and various other Broward County agencies for the provision of a Complex Coordinated Terrorist Attack (CCTA) Full Scale Exercise. The solicitation does not specify item quantities, response dates, site visits, or bidder's meetings in this instruction document. The contract is structured as a definite quantity agreement under which purchase orders will be issued to the awarded vendor following notification of award and receipt of required documents. The County reserves the right to order up to an additional twenty percent of originally specified quantities within one year of the award date, provided the vendor furnishes such quantities at the same prices, terms, and conditions. Award will be made to the lowest responsive, responsible bidder on a total bid price basis, though the County reserves the right to award on a group or item-by-item basis if deemed in the County's best interest.
Vendors must comply with Broward County's Office of Economic and Small Business Development procurement preferences for Small Business Enterprises and County Business Enterprises. Certification requirements include a Federal Emergency Management Agency (FEMA) Advanced Professional Series (APS) Certificate and Homeland Security Exercise and Evaluation Program (HSEEP) Class Certification, with proof of certification required to be submitted with the vendor's response or within three business days of the County's request. The vendor must perform all work constituting one hundred percent of the total contract price without subcontracting or outsourcing. No prevailing wage rates, liquidated damages, recycling preferences, or public bid disclosure requirements apply to this solicitation. Funding requirements are not applicable, and all submittal responses must be submitted electronically through BPRO by the specified closing date and time.
