About this opportunity
The Massachusetts Department of Mental Health (DMH) has issued a Request for Application (RFA) to establish a pool of qualified vendors from which DMH Area Directors and Central Office Division Heads can readily purchase services to address the immediate and long-term mental health needs of communities exposed to trauma. The services to be provided are divided into two categories: Community Intervention and Response (CIR) and Community Outreach and Recovery Engagement (CORE). Applicants can apply to provide one or more service components within these categories, which include individual and group counseling, public education, community outreach and engagement, assessment and referrals, and training, resources, and consultation for community organizations. The application process is rolling, with the first deadline on October 31, 2023 and the final deadline on June 30, 2034. DMH will evaluate and qualify applicants on an ongoing basis and award Master Agreements accordingly. There is no guarantee of any specific service purchase, but qualified vendors may be awarded multiple Statements of Work during the duration of the procurement.
The procurement is subject to the Massachusetts Small Business Purchasing Program, and preference will be given to small, minority, and diverse businesses. The RFA does not specify any set-asides or list any incumbent vendors. Contractors will be reimbursed using one of three payment methods: Unit Rate, Cost Reimbursement, or Fixed Cost. The maximum duration of Master Agreements awarded under this RFA is 10 years and 7 months, depending on the award date, and all Statements of Work must conclude by June 30, 2034. The RFA does not provide details on the potential award values or budget ranges.
