About this opportunity
The New Hampshire Department of Health and Human Services, Division for Children, Youth and Families (DCYF) is issuing a Request for Applications (RFA 2027-DCYF-01-COMMU) for Community Based Voluntary Supports services. The procurement seeks one or more qualified vendors to provide intensive case management and service coordination for moderate and high-risk families across four designated regions: Region 1 (Berlin and Littleton), Region 2 (Claremont and Keene), Region 3 (Concord, Laconia, Manchester, Southern, and Southern Telework), and Region 4 (Conway, Rochester, and Seacoast). Services must target approximately 700 families per state fiscal year and include at least two in-person visits per week with two hours of direct services weekly, utilizing the evidence-based Motivational Interviewing model for a minimum of 50 percent of direct services. Deliverables include comprehensive family assessments, collaborative service plans developed within 14 to 30 days of referral, flexible funding for concrete household supports (averaging $500 per family), and monthly reporting on enrollment metrics, service plan completion timelines, goal achievement rates, and recidivism data. Key requirements include staffing with a Program Director holding a bachelor's degree in social work, counseling, psychology, or related field plus five years of direct experience; at least one Supervisor per region with identical qualifications; and Family Support Workers with bachelor's degrees and two years of experience, maintaining a maximum caseload of ten families each. Services must be available Monday through Friday, 8:00 AM to 5:00 PM, with flexibility for appointments outside standard hours, and all referrals must be accepted with families enrolled within three days of referral. Technical proposals will be evaluated on 1,000 points, comprising ability to perform scope of services (300 points), experience and knowledge (300 points), capacity (200 points), mission alignment and quality assurance (125 points), and statewide coverage preference (up to 75 points), with a minimum preliminary score of 575 points required for further consideration. The Letter of Intent deadline is March 12, 2026; vendor questions must be submitted by March 12, 2026 at noon; and solicitation responses are due April 2, 2026 at noon.
No specific set-aside designations for disadvantaged enterprises or restrictions limiting the types of organizations that can respond are identified in the solicitation documents; however, all applicants must be registered with the New Hampshire Department of State and Department of Administrative Services and must comply with all federal and state laws, civil rights requirements (including Title VI of the Civil Rights Act of 1964), and audit obligations. Vendors must demonstrate that they are not debarred from federal or state government work and must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate. No incumbent vendors or current contractors are identified in the procurement materials. The contract will be effective July 1, 2026 through June 30, 2028, with potential renewal options for up to five additional years. Total funding for the initial two-year contract period is anticipated at $3,948,341 (approximately $1,974,170.50 per state fiscal year) from federal and general funds under Assistance Listing Number 93.472 (Prevention Services), with payment made at a daily rate of $42.68 per family served plus flexible funding for identified needs. Vendors may apply to serve one or multiple regions, with preference given to those applying for more than one region, and no match requirements apply.
