About this file

This is an addendum to a Request for Applications issued by the New Hampshire Department of Health and Human Services, Division for Children, Youth and Families (DCYF), outlining district office service areas and anticipated caseloads for the Community Based Voluntary Supports procurement (RFA 2027-DCYF-01-COMMU). The RFA seeks qualified vendors to provide intensive case management and service coordination for moderate and high-risk families across four designated regions: Region 1 (Berlin and Littleton offices), Region 2 (Claremont and Keene offices), Region 3 (Concord, Laconia, Manchester, Southern, and Southern Telework offices), and Region 4 (Conway, Rochester, and Seacoast offices). Services must target approximately 700 families statewide per state fiscal year, with individual district offices ranging from 9 to 102 anticipated families served annually. The addendum provides a detailed geographic breakdown of cities and towns served by each DCYF district office. The Letter of Intent deadline is March 12, 2026, vendor questions must be submitted by March 12, 2026 at noon, and solicitation responses are due April 2, 2026 at noon. The contract will be effective July 1, 2026 through June 30, 2028, with potential renewal options for up to five additional years.

Total funding for the initial two-year contract period is anticipated at $3,948,341 (approximately $1,974,170.50 per state fiscal year) from federal and general funds under Assistance Listing Number 93.472 (Prevention Services), with payment made at a daily rate of $42.68 per family served plus flexible funding averaging $500 per family for identified concrete household supports. Vendors may apply to serve one or multiple regions, with preference given to those applying for more than one region. No set-aside designations for disadvantaged enterprises are identified, and no match requirements apply. No incumbent vendors or current contractors are identified in the procurement materials. All applicants must be registered with the New Hampshire Department of State and Department of Administrative Services, must not be debarred from federal or state government work, and must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate.
