About this file

This is an Official Q&A document for the New Hampshire Department of Health and Human Services, Division for Children, Youth and Families, responding to vendor questions regarding Request for Applications RFA-2027-DCYF-01-COMMU for Community Based Voluntary Supports services. The procurement seeks qualified vendors to provide intensive case management and service coordination for approximately 700 families annually across four designated regions. Services must include at least two in-person visits per week with two hours of direct services weekly, utilizing Motivational Interviewing for a minimum of 50 percent of service delivery. The Letter of Intent deadline is March 12, 2026; vendor questions must be submitted by March 12, 2026 at noon; and solicitation responses are due April 2, 2026 at noon. The contract will be effective July 1, 2026 through June 30, 2028, with potential renewal options for up to five additional years. The Q&A clarifies critical operational requirements, including that caseloads are projected annual counts without fixed maximums, that at least 50 percent of service work must include Motivational Interviewing, that families cannot have concurrent DCYF court-involved or voluntary case involvement, and that vendors must accept all referrals and enroll families within three days.

Pricing is established at a daily rate of $42.68 per enrolled family with no additional billing for direct services, plus flexible funds for concrete and immediate financial needs. Total funding for the initial two-year contract period is anticipated at approximately $3,948,341 (approximately $1,974,170.50 per state fiscal year) from federal and general funds under Assistance Listing Number 93.472 (Prevention Services), with no match requirements. Key staffing requirements include a Program Director with a bachelor's degree in social work, counseling, psychology, or related field plus five years of direct experience; at least one Supervisor per region with identical qualifications; and Family Support Workers with bachelor's degrees and two years of experience maintaining a maximum caseload of ten families each. The Q&A indicates that waivers for education and experience requirements may be available pending contract development approval, that staff ratios are based on caseload and supervision needs rather than prescribed education levels, and that unused funds from year one may be carried over to year two pending determination with the selected vendor. No incumbent vendors are identified, and vendors may apply to serve one or multiple regions with preference given to those applying for more than one region.

RFA-2027-DCYF-01-COMMU

Official Q&A

OFFICIAL RESPONSES TO VENDOR QUESTIONS

No. Section Reference & Question Answer

1.

RFA – Section 1.4.3 Is the caseload outlined in the contract the maximum?

See Addendum #3. The estimated number of families that are outlined for each region are the projected annual counts for referrals. The Department anticipates these numbers will fluctuate and there is no exact maximum or minimum number of families, as services are voluntary and depend on enrollment and engagement of families.

2.

RFA – Section 1.4.3 Is the anticipated number of families served the total number of anticipated families referred or total number of families that the Department anticipates to engage in services?

See Addendum #3. The projected number is based on families who will enroll in the services.

3.

RFA – Section 2.2.

Aside from MI, are Evidence Supported Interventions acceptable for supporting interventions in addition to EBPs?

The RFA has not outlined additional EBPs or Evidence Supported Interventions as the questions request how each Vendor would facilitate and engage in creative outreach and engagement. The requirement for this contract is that at least 50% of the service work must include Motivational Interviewing.

4.

RFA – Section 2.3.

If any unused funds from year one of the contract are still remaining, can they be carried over to be used in year two?

This will be determined with the selected Vendor.

5. RFA – Section 2.3.1. See Addendum #3. The funding per State Fiscal Year encompasses all regions.

No. Section Reference & Question Answer Is the funding per year available for each region or is that all four regions in total?

6.

RFA – Section 2.3.2.

Is there additional billing on top of the $42.68 rate?

See Addendum #3. The daily rate is $42.68 once a family is enrolled in the service. There is no additional billing on the direct services. As outlined in Section 2.3.3. of the RFA , there will be flexible funds available to assist families with concrete and immediate financial needs.

7.

RFA – Section 7.14.

Are Vendor offices required for this program?

Yes, site visits will need to take place at the selected Vendor’s office upon request from the Department. However, vendors are not required to provide services at their offices.

8.

Appendix A – Scope of Services, Section 1.5.

a) In regard to accepting all referrals, is there exclusionary criteria such as safety related concerns that justify referral denial?

b) In addition, if the current staffing doesn't allow immediate intake, can this be discussed with the area office to make an alternative plan?

a) There cannot be DCYF involvement through a court involved or voluntary case if the family is being considered for a referral to CBVS. The selected Vendor(s) will be expected to take all referrals unless deemed inappropriate by DCYF.

b) The selected Vendor(s) will be expected to accommodate the number of referrals, which could include utilizing staff from another region within the contracted region coverage if necessary. The goal is to get a family connected to preventative services as soon as possible to ensure the best outcomes.

No. Section Reference & Question Answer

9.

Appendix A – Scope of Services, Section 1.9.

Will a waiver process be available for the education and experience requirements for staff and supervisors?

Yes, see Addendum #3. However, approval is not guaranteed, and this would need to be determined during contract development.

10.

Appendix A – Scope of Services, Section 1.9.

Are there specific staff ratios for staff credentialing, such as the number of master’s level vs. bachelor’s level staff?

No, there is not a requirement for the number of staff with specific levels of education, as this is based on the ratio of caseloads and supervision needs. There are no positions outlined in the RFA that require a master’s level degree.

11.

Appendix A – Scope of Services, Section 1.9.2.

For regions requiring higher staffing due to expected number of cases, how many supervisors may be hired? Is there an expected supervisory load for supervisors overseeing staff (such as five staff per supervisor)?

The number of supervisors and staff are based on each region and the number of families served, therefore if there are a higher number of cases in one region, there may be a need for more than one supervisor.

12.

Appendix A – Scope of Services, Section 1.13.

Is the Contractor able to bill for services provided at referral before a family formally enrolls?

a) See Addendum #3, Warm handoffs are not required to take place at one of the Department’s District Offices. Warm handoffs can take place in person, by phone or virtually; however best practice would be for the warm handoffs to be completed in person.
