About this opportunity
Dallas Independent School District is requesting proposals for apparel and customization services to supply clothing, uniforms, and branded gear for district-wide use on an as-needed basis, with proposals due August 20, 2026. The RFP is issued under Title 2 of the Code of Federal Regulations Part 200 and may utilize local, state, federal, and grant-funded dollars. All vendors are encouraged to participate, including sole-source providers.
The scope encompasses embroidered or screen-printed jackets, sweaters, t-shirts, sweatshirts, hoodies, cardigans, button-up shirts, and polo shirts reflecting campus or District identity; graphic design services; customized artwork creation; and multi-color embroidery and screen-printing capabilities. All design work requires District approval prior to production. Products must meet industry-recognized material quality standards and remain durable and color-fast. Vendors must submit pricing using the mandatory DISD Vendor Catalog for Punchout or Internal Store Template in Excel format; proposals lacking this completed template may be deemed nonresponsive. Catalog additions are permitted quarterly beginning July 1, limited to new items not previously included, and require written District acceptance. Vendors are prohibited from creating standalone websites or storefronts featuring District or campus logos without a formal royalty agreement authorized by the District. All orders are placed centrally through the District Purchasing Department via purchase order, with delivery required during school business hours to specified locations.
The contract term is three years with two successive one-year renewal options, not to exceed five years total, contingent upon mutual agreement and the District's long-range needs. Either party must provide written notice at least ninety days prior to expiration if it does not intend to renew.
Dallas ISD's aspirational SBE goal is 30 percent of the total dollar value. SBE compliance forms carry up to 20 evaluation points, including SBE enhancements and capacity building (up to 3 points), SBE references (up to 2 points), certified SBE joint venture or prime subcontractor teaming agreements (up to 5 points), subcontractor utilization (up to 5 points), and SBE participation plans (up to 5 points). The District accepts certifications from the SBA, Texas Department of Transportation, Texas Comptroller of Public Accounts, and various regional certification bodies. Award decisions follow Texas Educational Code 44.031(b) best-value criteria, including purchase price, vendor reputation and quality, extent to which goods meet District needs, vendor's past relationship with the District, SBE participation and compliance, total long-term cost, and principal place of business or number of employees in Texas. Pricing must be firm for a minimum of 120 calendar days following receipt/opening. The District is exempt from sales and federal excise tax; all pricing must be F.O.B. Destination with prepaid shipping and inside delivery included. Proposals must include completed W-9, Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and vendor references submitted directly to Procurementreferencecheck@dallasisd.org.
