About this opportunity
The Schertz-Cibolo-Universal City Independent School District (SCUCISD) is conducting a Request for Proposal (RFP) numbered 26-004S for Local Retail Merchants, seeking to establish multiple five-year vendor contracts for goods and services on an "as needed basis" within Grimes County, Texas. The procurement is designed to create a pre-approved vendor list with established terms, including percentage discounts off catalog, shelf, or retail pricing, and fixed rates for services such as instrument repairs, workshops, consulting, and other professional services. Vendors can propose various discount structures, with the flexibility to submit "various discounts" or "call for price quote" options on their bid submittal sheets. Proposals will be accepted electronically through the Bonfire procurement system until 2:00 p.m. on Wednesday, October 9, 2030, with the initial contract award cycle commencing on November 20, 2025. The district reserves the right to accept or reject any proposals in its best interest, and all questions must be submitted in writing through the Bonfire platform. Evaluation will likely focus on proposed discount levels, service capabilities, and overall value to the district's campus and department customers.
The solicitation does not explicitly outline specific set-aside designations or restrictions on respondent types, though it implies an open, competitive bidding process. Vendors must comply with extensive federal funding requirements, including certifications related to equal employment opportunity, Davis-Bacon Act, Contract Work Hours and Safety Standards Act, clean air and water standards, debarment and suspension rules, and domestic procurement preferences. While no specific budget range is provided, the contract structure allows for multiple vendor awards without guaranteed minimum purchase quantities or dollar amounts. Vendors must be prepared to meet rigorous documentation and record-keeping requirements, with documentation to be maintained for three years after final expenditure reports. The district emphasizes compliance with federal, state, and local regulations, requiring vendors to submit multiple forms including a Proposal Form, Exceptions to Solicitation, Felony Conviction Notice, Conflict of Interest Form, TDA & EDGAR Certification, and a signed W-9 form. The procurement approach suggests the district is seeking a diverse vendor pool capable of meeting varied purchasing needs across multiple product and service categories.
