About this opportunity

The City of New Haven, Connecticut is requesting bids on the Clifton Street Boat Launch project under ITB 2026-ITB-352, with bids due electronically June 10, 2026 at 3:00 p.m. The project involves repair and construction of a non-motorized boat launch at the Quinnipiac River, including a 39-foot timber pier on timber piles, concrete abutment, ADA-compliant aluminum gangway and floating dock, and landside platform repairs with a precast concrete block retaining wall, concrete sidewalk, ADA ramp, and signage. Connecticut prevailing wage rates apply; the City of New Haven Living Wage Ordinance applies if the contract exceeds $25,000. Contractors must achieve a 25% participation goal by minority and women-owned small businesses and must complete and submit an MBE Utilization Form or face bid rejection.

For projects with an estimated value of $500,000 or more, apprentice hiring requirements mandate a minimum of 15% of the workforce by trade be apprentices, of which at least 50% must be first-year apprentices. A non-mandatory pre-bid meeting is scheduled for May 27, 2026 at 9:30 a.m. via Zoom. Questions are due June 3, 2026 at 5:00 p.m. A bid bond equal to 5% of the total bid amount is required for bids exceeding $100,000. The City awards contracts to the lowest responsible bidder within 120 days of solicitation opening. Performance and labor/material bonds equal to 100% of the contract amount are required upon award. Insurance requirements include general liability ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation at statutory limits, auto liability ($1,000,000 combined single limit), excess/umbrella liability ($1,000,000 each occurrence/aggregate), pollution liability ($1,000,000), and builder's risk coverage at 100% of project completion value. All subcontractors must provide certificates of insurance naming the City as additional insured. Construction documents reference specifications conforming to Connecticut Department of Transportation Form 819, ASTM standards for materials, ACI standards for concrete, and AISC standards for structural steel. Time-of-year restrictions prohibit pile driving between sunset and sunrise from March 15 through June 30 and require vibratory or soft-start impact hammers between May 1 and October 30. The project is funded in part through American Rescue Plan Act State and Local Fiscal Recovery Funds and is subject to comprehensive federal compliance requirements under 2 CFR Part 200 (Uniform Guidance). The City reserves the right to reject any and all bids and to award based on base bid plus add/deduct alternates remaining within available funding.

Opportunity text

The Clifton Street Boat Launch project involves repair and construction of a non-motorized boat launch at the end of Clifton Street where it meets the Quinnipiac River. The project includes construction of a 39-foot timber pier on timber piles, a concrete abutment, procurement and installation of an ADA-compliant aluminum gangway and floating boat launch, and repair of the landside platform including a low profile, pre-cast concrete block retaining wall and flatwork. The project will restore an important public amenity at a rare public access point within the Quinnipiac River. The project was first installed in the late 1990s and has been damaged over time due to rising sea levels and storm surges. This project will build off of the initial concept and add resiliency and ADA amenities to the area.
