About this file
This is a technical specifications document for the Clifton Street Boat Launch project (City Project Number 22-090-01) issued by the State of Connecticut in April 2026. The project involves comprehensive repair and construction of a non-motorized boat launch facility at the confluence of Clifton Street and the Quinnipiac River. Work includes construction of a 39-foot timber pier on timber piles, a concrete abutment, installation of an ADA-compliant aluminum gangway and floating dock, and landside improvements comprising a precast concrete block retaining wall, concrete sidewalk replacement, an ADA ramp, and a parks message board sign. The project is divided into two plan sets covering waterside improvements (abutment, pier, gangway, and floating dock) and landside improvements (platform repair, retaining wall, sidewalk, ramp, and signage), with a single demolition plan covering the entire project area. Major work items include demolition and removal of the existing concrete boat launch, metal handrails, pavers, and three concrete bollards; installation of a precast concrete block retaining wall with wet-cast gravity blocks (VERSA-LOK Bronco 18H or approved equal); concrete curb and sidewalk construction; and installation of a single-sided message center sign by Belson Outdoors or approved equal. The project has received necessary permits including a Connecticut Department of Energy and Environmental Protection Structures, Dredge, and Fill permit and falls within US Army Corps of Engineers Connecticut General Permit No. 2, with all permit requirements to be met by the contractor at no additional cost.
Demolition and removals, retaining wall installation, and parks message board sign installation are bid as lump sum items, while the message board sign installation is measured per unit. Specifications conform to Connecticut Department of Transportation Form 819 and incorporate New Haven Standard Details for concrete work. Significant time-of-year restrictions apply to pile driving activities between March 15 and October 30, including prohibitions on pile driving between sunset and sunrise from March 15 through June 30, and requirements for vibratory or soft-start impact hammers between May 1 and October 30. Detailed material specifications are provided for precast retaining wall units, concrete mixes (class PCC04462), leveling pads, drainage aggregate, and backfill, with compaction requirements of 95 percent standard Proctor density. An alternate bid item for pile load testing in accordance with ASTM D3689 is included, to be performed if piles do not reach design embedment, measured and paid per production pile tested. All work must comply with permit requirements related to minimal impact within the tidal zone and protection of adjacent wetland vegetation.
