About this opportunity

San Mateo County Health, Public Health, Policy & Planning is requesting proposals for Community Health Improvement Plan (CHIP) and Community Health Assessment (CHA) implementation advisory and facilitation services under RFP Informal No. 2027-RFP-Informal-00108, with proposals due October 9, 2026 at 9:00 a.m. via the eProcurement portal. The County offers local preference points under its Procurement Preference for Local Businesses Ordinance, with five percent preference for local businesses or nonprofits and additional preference for small or micro businesses or nonprofits.

The scope encompasses four primary tasks: establishing effective CHIP/CHA governance structures; strengthening community engagement approaches with trusted-messenger community-based organizations (CBOs); reviewing and refining CHA tools and protocols; and providing staff coaching and knowledge transfer. Key deliverables include governance frameworks, CBO partnership plans, community-engagement readiness plans, CHA implementation roadmaps, and recommended protocols for survey administration and key-informant interviews. The County retains all operational responsibilities for CHA delivery, including decisions, community-engagement fieldwork, participant recruitment, survey administration, data stewardship, and final analysis and approval of reports. This is a time-limited advisory engagement, not ongoing operational staffing or a filled County position.

The maximum contract amount is $85,000, not to exceed, with compensation structured on a deliverable-based model contingent upon County review and acceptance of work products. The recommended contract term is 9–12 months beginning after full execution. One contractor award is anticipated.

Eligible proposers must demonstrate at least five years of experience supporting community health assessments, strategic planning, or comparable efforts; demonstrated experience designing governance structures and multi-stakeholder processes; a history of working with CBOs and diverse communities in San Mateo County or comparable California communities; and experience providing strategic advising and capacity-building services. Proposers must register with the System for Award Management (SAM) and provide their Unique Entity ID (UEI) number.

Evaluation criteria include organizational experience, project team qualifications, proposed workplan, staffing plan reasonableness, and price (weighted at 22.8 percent). Questions are due September 30, 2026 at 3:00 p.m. Interviews are tentatively scheduled for October 29, 2026, with an anticipated award date of November 16, 2026. No pre-proposal conference or site visit is required.

Opportunity text

San Mateo County Health, Public Health, Policy & Planning (County) seeks proposals from qualified consulting firms or organizations to provide specialized expertise in a time-limited capacity to provide advisory, facilitation, and capacity-building services supporting the County's Community Health Improvement Plan (CHIP) and Community Health Assessment (CHA).

The selected contractor will provide independent subject-matter expertise, structured facilitation, planning tools, technical consultation, coaching, and implementation-readiness recommendations. This procurement is for defined professional consulting deliverables. It is not intended to provide ongoing operational staffing, fill a County position, or delegate the County's continuing public-health planning, program-management, data-governance, community-engagement, or policy-making responsibilities.

The County will retain responsibility for the operational delivery of the CHA, including County decisions; community-engagement fieldwork; participant recruitment; survey administration; incentive administration; identifiable-data stewardship; language access services; final analysis and validation; and preparation, approval, and issuance of the final CHA/CHIP reports.
