About this opportunity

The Board of Regents of the University System of Georgia (College of Coastal Georgia) solicited sealed bids for replacement of Cooling Tower #1 in the Central Energy Plant at the Brunswick main campus under project CCGA-2207, with bids due March 15, 2022. Addendum 1, issued March 1, 2022, restricted bidding to six pre-approved contractors: Air Conditioning Specialist, Air Management Systems, Comfort Systems USA, JM Clayton, Mock Plumbing & Mechanical, and Y-Delta. Bidders were required to acknowledge receipt of the addendum on their Bid Form or face disqualification.

The scope encompassed demolition of the existing Cooling Tower #1 and installation of a new cooling tower with associated HVAC equipment modifications, including modifications to the concrete basin, installation of isolation control valves, electrical disconnects, variable frequency drives, and circuit breaker upgrades. The work required reconnection of existing chilled water loops, heating water loops, and condenser water loops to the new tower, with new copper conductors and a 100-ampere, 3-phase non-fused disconnect switch on the line side of the new VFD.

The contractor was required to achieve Material Completion and Occupancy within 120 consecutive calendar days following issuance of a Proceed Order, with pre-commencement activities to be completed within 60 days of the contract's Effective Date. A bid bond of not less than five percent of the bid amount was required at submission; upon award, the contractor had to furnish both a Performance Bond and a Payment Bond, each equal to 100 percent of the Contract Sum.

Responsibility evaluation considered debarment status, prior terminations for cause, demonstrated cash flow with a Current Ratio of 1.0 or higher, Workers' Compensation Experience Modification Rate not exceeding an average of 1.2 over three years, and evidence of successful completion of prior public works projects. The mandatory pre-bid conference was held February 24, 2022. Air Management Systems was awarded the contract on July 5, 2022. The design professional was NBP Engineers, Inc.
