About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Office of the Chief Financial Officer, is soliciting proposals for a cloud-based Cash, Debt and Investment Management and Cash Forecast software system under RFP 545998, with a pre-proposal conference on November 18, 2026 and proposals due November 30, 2026 at 3:00 p.m. EST. Proposals may earn a maximum of 10 additional equalization credit points for Detroit-based, Detroit-headquartered, Detroit resident-owned, or Detroit small/micro business certifications.
The system must manage debt instruments, including General Obligation Bonds, Revenue Bonds, State Revolving Loans, and other debt types; manage fixed-income and cash-equivalent investment portfolios; and produce cash forecasts with statistical analysis and modeling for a minimum of five years. It must integrate with Oracle General Ledger, support role-based access controls, provide audit trails, generate settlement instructions, and enable data warehousing through direct database access or API connectivity. Respondents must demonstrate a minimum of five years of relevant experience, submit SOC 1 and SOC 2 reports, and complete the Functional and Technical Requirements Questionnaire. Proposals that include artificial intelligence components require an AI Factsheet and an Algorithmic Impact Assessment. The contract template prohibits using City data to train machine learning models without explicit written authorization and requires contractors to obtain ISO 27001 certification or provide SOC 2 Type 2 reports at no cost to the City.
The contract runs five years, with renewal options subject to Detroit City Council approval and Chief Procurement Officer signature. Required insurance includes General Liability of at least $2,000,000 per occurrence, Errors and Omissions Cyber Liability of $1,000,000 per claim and $5,000,000 aggregate, and non-owned automobile coverage of $1,000,000. Place of performance is tied to the Michigan jurisdictions of Wayne County and Detroit City.
Proposals are scored on functional capabilities (20 points), capacity and staffing (10 points), ERP/bank connectivity and secure protocols (20 points), experience and qualifications (20 points), methodology and implementation schedule (20 points), and pricing (10 points). The City may make one or multiple awards, reject proposals, request oral presentations or demonstrations, and negotiate with the highest-scoring qualified respondents. Proposals remain firm for 120 days from the due date.
Questions are due November 20, 2026 at 3:00 p.m. EST. The pre-proposal conference is held via Microsoft Teams at 2:00 p.m. EST. All proposals must be submitted through the Bonfire Supplier Portal, and faxed or mailed proposals are not accepted. Before work begins, the awardee must obtain Detroit City Council authorization, complete notarized consolidated affidavits, provide a Certificate of Insurance, register in SAM, register in the City of Detroit Vendor Portal, and clear City of Detroit Treasury, which requires a minimum of ten days to process.
