About this opportunity

Collin County is soliciting proposals for comprehensive cafeteria services at the Russell A. Steindam Courts Building located in McKinney, Texas. The county seeks a vendor to operate a cafeteria providing beverages, meals, and snacks for approximately 600 courthouse employees and 6,000 weekly visitors, including 800-1,000 jurors. The desired service model emphasizes a single location offering coffee and convenient, ready-to-eat food options at affordable prices, with flexibility for creative business approaches. Vendors are expected to establish and control menu selection, pricing, and portion sizes while maintaining safe and healthy operations. The initial contract term is three years with options to renew for three additional one-year periods. Proposals must be submitted by March 5, 2026, at 2:00 p.m., with a non-mandatory pre-proposal meeting scheduled for February 18, 2026, at 10:00 a.m. at the courthouse. Evaluation criteria will prioritize demonstrated expertise (35 points), implementation plan and financial stability (35 points), financial offer (20 points), and references (10 points), with potential additional points for product demonstrations and taste tests.

The county is open to awarding multiple vendors and does not specify specific set-aside designations for disadvantaged enterprises. Vendors must provide comprehensive services including staffing, equipment maintenance, health inspections, licenses, and certifications. A Certified Food Manager must be on-site during all operating hours, and all staff must pass background checks. Financial requirements include monthly payments to the County Treasury Office and maintaining specific insurance coverages: $1,000,000 commercial general liability per occurrence, $2,000,000 aggregate, workers' compensation coverage, $1,000,000 commercial automobile liability, and $1,000,000 umbrella/excess liability insurance. The proposed operating hours are Monday through Friday from 7:30 a.m. to 3:00 p.m., excluding county-recognized holidays, with optional extended hours at the vendor's discretion. While no specific budget range is disclosed, vendors are expected to provide affordable food and beverage options that meet the needs of courthouse employees and visitors.

Opportunity text

Collin County is requesting proposals from qualified businesses for the operation of a cafeteria located in the Collin County Courthouse. The vendor shall occupy and maintain in a safe and healthy manner the allotted space and provide a basic menu of quality beverages, meals, and snacks. It is the responsibility of the vendor to establish, review and control the menu selection, pricing, and portion sizes of all items for sale. Affordable menu options for food and beverages for the working employees and visitors are important.

MENU

While our past cafeteria model included both hot and cold food, as well as prepared food and grab and go options, Collin County is willing to be flexible in our cafeteria model so long as there is a variety of food and beverage options that are affordable, quick and easy. We're looking to create a single location offering both coffee and convenient, ready-to-eat food options that provides a one-stop shop for busy customers.

We're open to awarding more than one vendor to provide drink and food items.

We encourage proposers to be creative in their responses as we are willing to consider unique business plans that meet our needs. We want this to be a Win-Win for everyone. If our traditional cafeteria model does not suit your business, pitch us a new option!
