About this file
This is a Question and Answer document from a non-mandatory pre-proposal meeting held on February 18, 2026, for Collin County's Cafeteria Services solicitation at the Russell A. Steindam Courts Building in McKinney, Texas. The Q&A clarifies key operational details regarding the cafeteria's existing equipment and layout. Vendors are permitted to propose use of only a section of the cafeteria space by marking the provided Kitchen Layout attachment, and multiple vendors may be awarded with each operating independent point-of-sale systems. The existing soda machine will be removed, though vendors may propose installing a replacement; the ice machine is functional, and the salad bar is equipped with refrigeration and ice capabilities. Vendors must supply a dishwasher if needed for their operations as outlined in Section 2.2 Minimum Specifications, Vendor Responsibilities #28.
The responses address practical implementation questions that prospective vendors raised during the pre-proposal meeting, providing clarity on infrastructure, equipment availability, and operational flexibility. These clarifications indicate the County's openness to alternative service models and multiple vendor arrangements, supporting the stated objective to encourage creative business proposals. The information presented demonstrates that the County has designed the opportunity to accommodate various operational approaches while maintaining baseline equipment standards and safety requirements for the courthouse cafeteria serving approximately 600 employees and 6,000 weekly visitors.
