About this file
This is an Exceptions Worksheet for Collin County, Texas's Request for Proposal (RFP) for Cafeteria Services at the Russell A. Steindam Courts Building in McKinney. The document provides a structured template for vendors to identify and document any exceptions or deviations from the RFP requirements. The worksheet requires proposers to list the specific section number or question number, describe the required service they are unable to perform, and explain the steps taken to meet the requirement despite the exception. Vendors must submit proposals by March 5, 2026, at 2:00 p.m., with a non-mandatory pre-proposal meeting scheduled for February 18, 2026, at 10:00 a.m. The initial contract term is three years with options to renew for three additional one-year periods. The county seeks to operate a cafeteria serving approximately 600 courthouse employees and 6,000 weekly visitors, including 800-1,000 jurors, with proposed operating hours of Monday through Friday from 7:30 a.m. to 3:00 p.m., excluding county-recognized holidays.
The RFP evaluation criteria prioritize demonstrated expertise (35 points), implementation plan and financial stability (35 points), financial offer (20 points), and references (10 points), with potential additional points for product demonstrations and taste tests. Collin County is open to awarding multiple vendors and has not specified set-aside designations for disadvantaged enterprises. Vendors must provide comprehensive services including staffing, equipment maintenance, health inspections, licenses, and certifications, with a Certified Food Manager on-site during all operating hours and background checks required for all staff. Insurance requirements include $1,000,000 commercial general liability per occurrence with $2,000,000 aggregate, workers' compensation coverage, $1,000,000 commercial automobile liability, and $1,000,000 umbrella/excess liability insurance. No specific budget range is disclosed; however, vendors are expected to provide affordable food and beverage options. The county emphasizes flexibility in the business model and encourages creative proposals, including the possibility of a single-location offering with both coffee and convenient, ready-to-eat food options or the award of multiple vendors for different product categories.
