About this file
This is a Q&A document from a non-mandatory pre-proposal meeting held on February 18, 2026, for Collin County's cafeteria services solicitation at the Russell A. Steindam Courts Building in McKinney, Texas. The county is seeking proposals for comprehensive cafeteria services to serve approximately 600 courthouse employees and 6,000 weekly visitors, including 800-1,000 jurors. The vendor must provide beverages, meals, and snacks with flexible service options, including the possibility of multiple vendors operating independently. Operating hours are Monday through Friday from 7:30 a.m. to 3:00 p.m., excluding county-recognized holidays, with optional extended hours at the vendor's discretion. The proposal deadline is March 5, 2026, at 2:00 p.m. The initial contract term is three years with options to renew for three additional one-year periods. Evaluation criteria prioritize demonstrated expertise (35 points), implementation plan and financial stability (35 points), financial offer (20 points), and references (10 points), with potential additional points for product demonstrations and taste tests.
Key clarifications from the pre-proposal meeting address facility specifics and operational flexibility: the existing soda machine will be removed but vendors may propose installing their own; the ice machine is functional; the salad bar includes refrigeration with ice capacity; vendors must supply a dishwasher if needed; multiple awarded vendors can operate independent POS systems; and vendors may use only a section of the cafeteria if desired, referencing the Kitchen Layout attachment. All vendors must maintain a Certified Food Manager on-site during operating hours, ensure staff pass background checks, and carry comprehensive insurance including $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate, workers' compensation, $1,000,000 commercial automobile liability, and $1,000,000 umbrella/excess liability insurance. The county does not specify disadvantaged enterprise set-asides and expects vendors to establish menu selection, pricing, and portion sizes while emphasizing affordable options for employees and visitors.
