About this file
This document comprises Q&A responses from a non-mandatory pre-proposal meeting held on February 18, 2026, regarding Collin County's cafeteria services solicitation for the Russell A. Steindam Courts Building in McKinney, Texas. The county seeks a vendor or multiple vendors to operate cafeteria services providing beverages, meals, and snacks to approximately 600 courthouse employees and 6,000 weekly visitors, including 800-1,000 jurors. Proposals must be submitted by March 5, 2026, at 2:00 p.m., with the non-mandatory pre-proposal meeting having occurred on February 18, 2026, at 10:00 a.m. The initial contract term is three years with options to renew for three additional one-year periods. Proposed operating hours are Monday through Friday from 7:30 a.m. to 3:00 p.m., excluding county-recognized holidays, with optional extended hours at the vendor's discretion.
The Q&A clarifications address operational specifics including equipment provisions, layout flexibility, and multiple-vendor scenarios. Key responses indicate that the existing soda machine will be removed but vendors may propose installation of their own; the ice machine is functional; vendors must supply a dishwasher if needed; the salad bar is refrigerated with ice capacity; and vendors may operate individual POS systems if multiple awards are granted. Vendors have the option to use only a section of the cafeteria space by indicating their intended layout on the provided Kitchen Layout map. Evaluation criteria prioritize demonstrated expertise (35 points), implementation plan and financial stability (35 points), financial offer (20 points), and references (10 points), with potential additional points for product demonstrations and taste tests. Required insurance includes $1,000,000 commercial general liability per occurrence with $2,000,000 aggregate, workers' compensation, $1,000,000 commercial automobile liability, and $1,000,000 umbrella/excess liability coverage.
