About this file
This is a Q&A document from a non-mandatory pre-proposal meeting held on February 18, 2026, for Collin County's cafeteria services solicitation at the Russell A. Steindam Courts Building in McKinney, Texas. The document clarifies operational details regarding equipment, facility layout, and vendor flexibility for the cafeteria operation serving approximately 600 courthouse employees and 6,000 weekly visitors. Key clarifications include confirmation that the existing soda machine will be removed but vendors may propose installing a replacement, the ice machine is operational, and vendors must provide a dishwasher if needed. The salad bar area features refrigeration capability with additional ice storage capacity. Vendors may propose using only a section of the cafeteria space and can reference a Kitchen Layout attachment to designate their proposed area. If multiple vendors are awarded, each may operate their own POS system independently.
The responses address vendor flexibility and operational autonomy regarding facility equipment and service delivery. Notably, vendors have discretion in determining whether to provide equipment such as dishwashers and soda machines based on their operational needs. The ability for multiple awarded vendors to maintain separate POS systems indicates the county's openness to creative and flexible business models for delivering cafeteria services. These clarifications support the county's stated preference for innovative proposals that deviate from traditional cafeteria models while meeting the requirement for affordable, convenient food and beverage options during operating hours of Monday through Friday, 7:30 a.m. to 3:00 p.m., excluding county-recognized holidays.
