About this opportunity
The California Department of Parks and Recreation (DPR) Statewide Program Support Center is seeking a contractor to perform an Auxiliary HVAC Control System Upgrade at the McClellan Facility located in Sacramento County. The project requires a C-20 licensed contractor to upgrade the heating, ventilation, and air conditioning (HVAC) control systems through the installation and integration of new digital controllers across six rooftop units, one dehumidification unit, and seven exhaust and ventilation fans. Key project deliverables include establishing network infrastructure and a centralized operator interface using Carrier i-Vu technology or equivalent products. A mandatory job walk is scheduled for Thursday, November 13, 2025, at 9:00 AM, and prospective bidders must attend to be eligible to submit a bid. Questions regarding the contract must be submitted via email to MTC@parks.ca.gov no later than 2:00 PM on Friday, November 21, 2025, with answers provided by addendum on Monday, November 24, 2025. Bid submissions are due electronically by 2:00 PM on Tuesday, December 9, 2025, with a public bid opening at 2:30 PM via Teams. The contract term is 730 calendar days from the Notice to Proceed, with a work performance period of 365 calendar days.
The project includes several set-aside and preference opportunities for small and disadvantaged businesses. While the Disabled Veteran Business Enterprise (DVBE) minimum participation goal of 6% has been waived, DVBE incentives remain applicable. A five percent small business preference will be granted to properly certified small businesses that submit a completed GSPD-05-105 form with their bid proposal. Existing infrastructure includes a Carrier I-CU server from a previous HVAC controls project, which will be utilized to reduce project costs. The engineer's estimate for this project is $80,000, and bidders exceeding $250,000 will be required to provide a bidder's bond of at least 10% of the bid amount. Performance and payment bonds are mandatory for contracts exceeding $5,000, and contractors must provide proof of current contractor's license, California Secretary of State business standing, DIR registration, and applicable certification documentation. Insurance requirements include general liability, motor vehicle liability, and workers' compensation coverage as specified in the contract documents.
