About this opportunity
The California Department of Veterans Affairs is requesting bids on HVAC system repairs at the California Central Coast Veterans Cemetery in Monterey County (Invitation for Bid 25HS0023), with bids due December 8, 2026 at 4:00 p.m. and mandatory attendance required at a pre-bid site inspection on November 4, 2026 at 1:00 p.m. in Seaside, California; failure to attend renders bidders ineligible. Prevailing wage rates apply to this public works project.
Bidders must hold a California Class "B" General Building Contractor license with C-20 Warm-Air Heating, Ventilating and Air-Conditioning and C-36 plumbing subcontractor classifications. A mandatory 3 percent Disabled Veteran Business Enterprise (DVBE) participation requirement applies; DVBE participation exceeding 3 percent earns incentives up to a 5 percent maximum. Non-small businesses may claim a 5 percent small business bidding preference if committing to subcontract at least 25 percent of the net bid price to California certified small businesses and/or microbusinesses.
The scope encompasses mechanical upgrades to existing HVAC systems in two buildings, including new equipment, associated controls, ductwork, air distribution devices, and electrical work to support new mechanical systems. The project is detailed in construction drawings filed and approved by the State Fire Marshal on May 4, 2026. The estimated project duration is 120 calendar days. Bids must be submitted on a lump sum basis with allowances as specified in the Bid Form. Bidder's security equal to at least 10 percent of the bid amount is required with submission in the form of bond, cashier's check, certified check, or cash.
All subcontractors must be identified on the bid form and are subject to Department of Industrial Relations registration. The successful bidder must execute the contract within seven days of receipt and furnish performance and payment bonds each in the amount of 100 percent of the contract price. Award will be made to the lowest responsible bidder whose bid complies with all requirements within 45 days of bid opening on December 9, 2026 at 10:00 a.m. Questions are due November 11, 2026 at 4:00 p.m., with responses published by November 19, 2026. Danielle De Silva (916-651-7495) is the project contact. Bidding documents are available at http://www.caleprocure.ca.gov.
