About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking professional services for Business Continuity Program (BCP) and Enterprise Risk Management (ERM) consulting through a competitive Request for Proposals (RFP). The solicitation aims to identify up to two qualified firms to maintain and enhance the existing business continuity program at Orlando International Airport. Key deliverables include annual review and updates of approximately 30 department plans, conducting at least two interdisciplinary exercises, performing one training session, and holding quarterly working group meetings. The contract will be a non-exclusive Professional Services Agreement spanning five years, beginning approximately December 1, 2025. Evaluation criteria will be comprehensive, with 25% allocated to firm experience, 35% to key individuals' knowledge and qualifications, 25% to approach and methodology, and 15% to pricing structure. Critical procurement dates include a non-mandatory pre-submittal Teams meeting on May 14, 2025, a question submission deadline of May 21, 2025, and a response submission deadline of June 4, 2025, with anticipated Board approval on August 20, 2025. Respondents must demonstrate at least 10 years in business, financial good standing, and have executives with backgrounds in business continuity planning or risk management.
The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current BCP program management involves approximately 80 in-person hours per month, with compensation structured on pre-approved hourly rates for different staff levels, including Lead/Senior Consultant, Other Consultants, and Support Personnel, billed in quarter-hour increments. While no incumbent vendor is specifically named, the solicitation requires respondents to have completed at least three relevant projects in the past decade and provide references from large hub airports, public entities, or private sector organizations. The contract will cover all expenses, including labor, travel, materials, and overhead costs. The existing infrastructure involves the Aviation Authority's Risk Management department, which is developing an Enterprise Risk Management program using the current BCP framework. Orlando International Airport, managed by GOAA, is a significant facility projected to handle over 57 million passengers in Fiscal Year 2025 and currently ranks as the busiest airport in Florida and 7th most actively engaged in the United States.
