About this file
This document is a Request for Proposal (RFP) issued by the Greater Orlando Aviation Authority (GOAA) seeking professional services for Business Continuity Program (BCP) and Enterprise Risk Management (ERM) consulting. The RFP aims to identify up to two firms qualified to provide consultative services for maintaining and enhancing the existing BCP program at Orlando International Airport. The annual program requirements include reviewing and updating approximately 30 department plans, conducting a minimum of two interdisciplinary exercises, performing one training session, and holding quarterly working group meetings. The contract term spans from the executed date through September 30, 2029, with annual pricing periods and the potential for ongoing services.
The pricing structure is based on hourly rates for different personnel levels (Lead/Senior Consultant, Other Consultants, and Support Personnel), with compensation billable in quarter-hour increments. Minimum requirements for respondents include being in business for over 10 years, demonstrating financial good standing, and having executives with backgrounds in business continuity planning, risk management, or related fields. Evaluation criteria will focus on the firm's experience (25%), key individuals' knowledge and experience (35%), approach and methodology (25%), and pricing structure (15%). The Aviation Authority's Risk Management department is currently developing an Enterprise Risk Management program using the existing BCP framework, with the current program management consuming approximately 80 in-person hours monthly under the existing professional services agreement.
