The document is a Scope of Services for Business Continuity Program Services for the Greater Orlando Aviation Authority (Aviation Authority) in Florida. The solicitation seeks a consultant with extensive expertise in business continuity planning (BCP) who can provide comprehensive services including identifying potential disruptions, conducting business impact analyses, developing recovery strategies, creating communication plans, and maintaining critical operational capabilities during significant events like natural disasters, cyber-attacks, or system failures. The consultant will be primarily required to work on-site, supporting the Aviation Authority's Risk Management department by providing subject matter expertise, maintaining existing business continuity plans, conducting staff training, performing annual plan exercises, updating risk impact analyses, and coordinating with various internal departments and external emergency management agencies.

The current BCP program management requires approximately 80 in-person hours monthly and encompasses review and updates of nearly 30 department plans, at least two interdisciplinary exercises annually, minimum one training session, and quarterly working group meetings. The Aviation Authority is simultaneously developing an Enterprise Risk Management program leveraging the existing BCP framework, which will involve coordination with departments such as Safety Management System (SMS), asset management, Operational Readiness, and Internal Audit. The consultant will be expected to provide guidance to executive leadership, monitor disruption trends, recommend strategic improvements, and ensure alignment with national standards like NIMS (National Incident Management System) and FEMA guidelines.
