About this opportunity

The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for a bulk oil delivery contract through Invitation to Bid #2022-ITB-039 for the Department of Public Works. The procurement covers various oil specifications including AW46, 15-40 oil, 90W-KEG-#16, multi-vehicle transmission oil, 5W/30 motor oil, and diesel exhaust fluid, to be delivered in quantities of 275 gallons or more for the period of January 1, 2023, through December 31, 2023. Bidders must submit electronically through the city's e-Procurement Portal by October 24, 2022, at 10:00 am, with a question submission deadline of October 20, 2022, at 2:00 pm. Each bidder is required to submit a $500 cashier's check, certified check, or bid bond, and the successful bidder must provide a $1,000 surety bond within ten days of award notification. The contract will be awarded to the lowest, most responsible bidder, with pricing per gallon or per keg, and markup over wholesale oil costs, subject to market price fluctuations.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must register on the e-Procurement Portal and follow the project to receive notifications and participate, with all submissions requiring signed affirmative action, non-segregated facilities, non-collusion affidavit, and disclosure forms. While no incumbent vendors are mentioned, the city reserves the right to reject any or all bids submitted. Technical support for the e-Procurement Portal is available through OpenGov via real-time chat or email at support@procurenow.com. The contract appears to be a annual procurement with potential for renewal, though specific budget ranges are not explicitly stated in the documentation. Bidders will be required to provide written documentation from manufacturers for each price change to ensure transparency in pricing adjustments.
