About this opportunity

The County of Tuolumne, California, through its Public Works Department, is soliciting proposals for bulk fuel and lubricant delivery services at designated County facilities throughout Tuolumne County under RFP #RFP-2026-0147, with proposals due October 23, 2026 at 5:00 p.m. A 5-point local-vendor preference is part of the evaluation criteria.

The scope requires delivery of regular unleaded gasoline (minimum 87 octane), No. 2 Red Dyed Diesel Fuel, and lubricants including Delo 400 15-40 Motor Oil, Delo 400CJ4 15-40 Motor Oil, Tractor Hydraulic Fluid, Synthetic ATF Heavy Duty, Delo Gear Lubricant ESI 80-90, Drivetrain Fluid HD SAE 30, Delo 400 SAE 50, and Ultra Duty Grease 2, all meeting or exceeding API specifications equivalent to Chevron products. Delivery covers 15 designated locations with tank capacities ranging from 500 to 4,000 gallons. The contractor must accommodate routine, rush, emergency, and after-hours delivery requirements at all hours and days of the year. The County reserves the right to add locations and modify tank specifications without changing other contract terms.

Pricing is structured as a differential cost above or below the weekly Monday morning OPIS average rack reference price for the Stockton market, with separate line items for premium charges on rush and off-hours deliveries (outside 8:00 a.m. to 5:00 p.m., Monday–Friday). Oil and lubricant pricing is fixed for the first twelve months; the contractor may modify pricing in the second year. The contract ceiling is $1 million, though this is a requirements arrangement with no guaranteed minimum purchase amount.

The initial contract term is two years with two optional one-year extensions by mutual agreement. Contract award is tentatively scheduled for November 9, 2026, with execution expected by December 8, 2026. Evaluation criteria, weighted, are Cost Proposal Reasonableness (50 points), Experience and Qualifications (20 points), Delivery and Service Capability (15 points), References and Past Performance (10 points), and Local Vendor Preference (5 points). Questions are due October 14, 2026, with responses provided by October 16, 2026. The contractor must maintain Commercial General Liability ($2 million per occurrence), Automobile Liability ($1 million per accident), Workers' Compensation with statutory limits, and Pollution Liability/Environmental Impairment Liability ($2 million per occurrence and aggregate), and assumes all risk of loss and responsibility for spills, leaks, or environmental remediation until delivery acceptance.
