About this opportunity
The Texas Department of Agriculture is requesting proposals for Brand Ambassador Services to support its Marketing and Promotion Programs, including the GO TEXAN Program, with proposals due August 4, 2026, at 3:00 PM CT. No set-asides or preference programs are stated; however, vendors may claim evaluation preferences under Texas Administrative Code Title 34, Part 1, Chapter 20, Subchapter C for Texas-produced products, service-disabled veteran-owned businesses, USA-produced supplies, recycled or environmentally sensitive materials, and other categories.
The scope requires comprehensive brand ambassador services with statewide promotion plan development and implementation, outreach and stakeholder engagement activities (minimum three in-person events monthly), and monthly and quarterly status reports. Respondents must demonstrate a minimum of twenty years of on-camera media experience with statewide and national exposure, provide three professional references from entities served within the past three years, and maintain current Texas Identification Number and business filings with the Texas Comptroller and Secretary of State.
The contract term runs from the effective date through December 31, 2026, with no renewal options. No specific contract value is identified. Evaluation is weighted at 30% for past performance and qualifications, 40% for proposed service delivery plan, and 30% for cost reasonableness, following the best value standard under Texas Government Code Section 2157.003. Payment will be made within thirty days of invoice receipt under the Texas Prompt Payment Act.
Respondents must submit cost proposals per Exhibit C format, including labor, materials, travel expenses, and incidental costs. All responses require a current Texas Identification Number, certifications, insurance documentation (including workers' compensation, general liability at $1,000,000 per occurrence, professional liability, and cyber/privacy liability at $1,000,000), conflict of interest disclosures, debarment and suspension certification, lobbying certification, and data security compliance documentation demonstrating NIST SP 800-53 or TX-RAMP standards. A Diversity, Equity, and Inclusion exhibit establishes mandatory compliance standards for contractor operations and service delivery. TDA anticipates vendor selection by August 14, 2026. Responses must be submitted electronically to bidroom@texasagriculture.gov.
