About this opportunity
The City of Tucson is requesting bids for construction of a bicycle boulevard along approximately 4.5 miles of Blacklidge Drive between Oracle Road and Columbus Boulevard under IFB 260236, with bids due July 22, 2026. The project is FHWA-funded and triggers both Small Business Enterprise (SBE) participation requirements and Disadvantaged Business Enterprise (DBE) provisions under federal standards; SBE participation goals are established by the City's Business Enterprise & Compliance Program, and DBE firms must be registered in Arizona's AZ UTRACS system and perform a Commercially Useful Function (minimum 30 percent of contract value with own workforce).
The scope includes traffic-calming infrastructure (speed humps, traffic circles, chicanes), installation of 24 signalized pedestrian hybrid beacon (HAWK) signal faces operating on a yellow-red-flashing red sequence, concrete curb and sidewalk improvements, curb access ramps, bike lane thermoplastic markings, intersection lighting, and landscaping (15 trees and 192 shrubs). The bid schedule contains unit-price line items plus predetermined cost allowances totaling $317,500 for utility impacts, construction area elements, electrical service fees, and miscellaneous work. Work is structured in three phases: Phase 1 (180 calendar days) for long-lead items; Phase 2 (180 calendar days) for roadway construction; Phase 3 (730 calendar days) for landscape establishment, with total project duration of 1,090 calendar days from Notice to Proceed.
Contractors must comply with Pima Association of Governments Standard Specifications (2015 Edition with 2019 and 2020 updates), City of Tucson and ADOT standards, Davis-Bacon prevailing wage requirements, Section 3 employment benchmarks (25 percent labor hours by Section 3 workers, 5 percent by targeted Section 3 workers), and environmental protection mandates including Sonoran Desert tortoise protection and migratory bird breeding season restrictions (March 1–August 31). Construction is limited to 6:00 a.m.–6:00 p.m. Monday through Saturday under the City's Noise Ordinance. All bidders must submit a Subcontractors List identifying first-tier subcontractors with contract values exceeding $5,000 and a completed SBE Plan with their bids. The Apparent Low Bidder must submit a Contractor Responsibility Form within four business days of notification per Arizona Revised Statutes Title 34, documenting financial resources, experience, performance history, and current workload capacity.
Opportunity text
The project consists on Bicycle Boulevard along approximately 4.5 miles of Blacklidge Drive between Oracle Road (State Route 77) and Columbus Boulevard in the City of Tucson, Pima County Arizona. A bicycle boulevard is a residential street designed to prioritize bicycling by slowing traffic and assisting bicyclists and pedestrians in crossing busier streets. The project will incorporate signalized pedestrian hybrid beacons (also referred to as High-Intensity Activated CrossWalKs [HAWK]) which would allow for safer bicycle and pedestrian crossing without major impacts to traffic flow. HAWK signals operate in a yellow-red-flashing red sequence to alert motorists that bicyclists or pedestrians need to cross the road.
