About this file
This file contains the Special Provisions and contract specifications for the Blacklidge Bicycle Boulevard project administered by the City of Tucson Department of Transportation and Mobility (DTM), with plan sheets prepared by Kittelson & Associates, Inc. and landscape design by Wheat Design Group. The project involves roadway improvements along approximately 4.5 miles of Blacklidge Drive between Oracle Road and Columbus Boulevard in Tucson, Pima County, Arizona, featuring bicycle boulevard infrastructure including traffic calming measures (speed humps, traffic circles, chicanes), BikeHAWK signals, intersection lighting, concrete curbs and sidewalks, curb access ramps, pavement markings, and landscaping. The contractor must complete all work within 1,090 calendar days from the Notice to Proceed, divided into three phases: Phase 1 (180 calendar days) for ordering long lead items such as traffic signal equipment; Phase 2 (180 calendar days) for roadway construction; and Phase 3 (730 calendar days) for landscape establishment. The project operates under Proposition 407 funding and requires adherence to PAG Standard Specifications for Public Improvements (2015 Edition), City of Tucson standards, ADOT standards, and applicable traffic control manuals including the Manual on Uniform Traffic Control Devices.
The contract requires contractors to manage all construction activities while maintaining continuous access for residents, businesses, emergency services, and public utilities, with specific restrictions during holiday seasons, the Gem and Mineral Show, Pima County Fair, and utility-specific construction windows. Environmental compliance is mandatory, including dust suppression, stormwater management, noxious and invasive species control (particularly buffelgrass), protection of Sonoran Desert tortoises, and adherence to migratory bird breeding season restrictions from March 1 through August 31. The contractor is responsible for obtaining all permits, managing staging areas, coordinating with utility companies, and performing quality control testing according to ADOT standards with certified technicians. Construction is limited to 6:00 a.m. to 6:00 p.m. Monday through Saturday per the City of Tucson Noise Ordinance, with no work permitted on Sundays or legal holidays except for emergencies. The contractor must provide comprehensive traffic control plans, maintain record drawings annotated weekly, submit weekly quality control reports, and coordinate public notifications at least seven calendar days before work commencement or significant schedule changes.

SP-9 of 117
GENERAL PROVISIONS
For the purpose of these Special Provisions, the terms Agency, Department, City, City of Tucson, and Engineer are synonymous.
1. Project Objectives
The objective of this contract is to complete construction as quickly as possible while minimizing the impact to the Stakeholders. The Stakeholders include, but are not limited to, the adjacent businesses, commuters, buses, emergency services, pedestrians, bicyclists, and adjoining neighborhoods. As such, this work will be accomplished in an orderly manner as defined herein.
Driver and pedestrian/access shall be maintained during the construction of improvements.
Temporary paved access shall be provided at all times to meet the Americans with Disabilities Act (ADA) requirements. The contractor is advised that an approved construction sequencing scheme meeting the intent of the project objectives will need to be followed. The contractor shall propose a construction phasing plan for the Engineer’s approval prior to beginning work. Once approved, the contractor shall follow the phasing plan unless modified by the Engineer in writing.
2. Project Limits and Restrictions
The contractor shall perform all work within the public right-of-way, legally obtained easements including temporary construction easements (TCEs), legally obtained rights-of-entry (ROE), and legally acquired property by the City of Tucson. The contractor shall assume all responsibility and liability for any encroachment upon private property. The use of private property for construction yards will be allowed only if zoning requirements allows its use for this purpose – see Section 106- 9 of the Standard Specifications for further details regarding temporary construction yards. The cost of the construction yard is considered incidental to the project. Under no circumstances shall any equipment, vehicles or other construction items, not specifically required or needed for the immediate construction at hand, be stored or left on private property without the express written permission of the property owner.
The contractor shall field verify all existing conditions shown on plans and specified herein prior to beginning construction. Any significant deviations to the conditions that may affect the timely construction of improvements shall be brought to the attention of the Engineer within 24 hours of discovery. Prior to delivery of any equipment, materials or supplies to the site of any work, or the beginning of any construction work, it is strongly recommended that the contractor take pre-construction photos or videos as deemed appropriate for establishing the conditions existing in all the areas that may be affected by the construction.
SP-10 of 117
A. Construction Scheduling
Various activities within the community must be considered in the project scheduling to provide the most effective and least impacting effort. Holiday and event-related restrictions are provided in Appendix A and shall govern work and lane restrictions. The following dates are provided for information and shall be referred to when planning work and lane restrictions:
Christmas Retail Season .......................................................... Thanksgiving Day to Jan. 1st Gem and Mineral Show ...................................................................... Late Jan. to Mid Feb.
Pima County Fair .............................................................................. April 17th to April 27th Tucson Water Department Restrictions ............................................... April 1st to Sept. 30th SWG Construction Restrictions .................................................... October 1st to March 30th TEP Construction Restrictions ........................................................... May 1st to August 30th School Session ................................................................................... Late July to Late May
The contractor shall factor these events into his construction schedule. The contractor may do incidental work during these restrictions to complete areas that are not specifically described herein if no additional impacts to commuters, businesses, and residents are imposed and the work is previously approved by the Engineer.
It is also important that construction activities should be coordinated with the U.S. Post Office (access for mail delivery services), the City of Tucson Environmental Services Department (access for trash pickup services), and Fire Department and Police Department (access for emergency services). There will be no separate measurement and payment to the contractor in assisting these agencies with the service they provide to the affected parcels along all streets, as shown on the plans, during construction. Such cost will be included in the overall cost of the project.
Access into and out of driveways shall always be maintained during construction. If these conditions cannot be met due to actual work occurring at the driveway, the contractor shall provide a means of pedestrian ingress and egress at no cost to the City; driveway closure shall not exceed thirty-six (36) hours at any one time. The contractor is required to give notice to the affected parcel regarding the status of the driveway prior to the work commencing and provide a written schedule as to when the work is scheduled to be completed.
Work requiring lane restrictions beyond the minimum stated herein shall be done at night unless approved by the Engineer.
SP-11 of 117
B. Construction Sequencing
The contractor’s attention is drawn to Subsection 108-4 of these Special Provisions. The contractor shall be responsible for preparing their own construction sequencing plans that will be submitted to the City of Tucson Department of Transportation and Mobility (DTM) for approval.
Because this project includes items with long delivery times, namely traffic signal equipment, the following sequencing will be used to minimize contractor down time:
Once the contract has been awarded and signed, the Contractor shall be issued a Notice to Proceed.
This will begin Phase 1 of the contract and will allow the Contractor to proceed with ordering all long lead items, including but not limited to: poles, traffic signal heads, luminaires and associated appurtenances. The Contractor will have 180 calendar days in which to order and receive confirmation of a shipment date of the equipment related to the new traffic signals for this project.
During this 180-day period, no construction activities will be allowed. Upon ordering the aforementioned equipment, the Contractor shall provide written documentation showing that the equipment was ordered and the anticipated delivery date. The Engineer is to be apprised of changes in this delivery date.
If the delivery of the aforementioned equipment occurs within the 180-day Phase 1 period, the Contractor shall be allowed to begin the Phase 2 portion of the contract. In Phase 2, the Contractor shall be given 180 calendar days to complete the work as shown on the project plans for this project.
At the end of 180 calendar days, Phase 1 shall be deemed complete and notice to proceed shall be issued for Phase 2, regardless of whether equipment delivery has been completed. Requests by the Contractor for additional contract time to order materials above and beyond the 180 calendar days specified for Phase 1 shall be evaluated in accordance with the requirements of Section 108- 8 of the Standard Specifications.
Upon completion of the work described in Section 802 of these Special Provisions, Phase 3 of the Contract shall commence. The Contractor shall have 730 calendar days to complete all work associated with Phase 3, as described in Section 807 of these Special Provisions.
The Contractor shall field verify all existing conditions shown on plans and specified herein prior to beginning construction. Any significant deviations to the conditions that may affect the timely construction of improvements shall be brought to the attention of the Engineer within 24 hours of discovery.
Prior to the delivery of any equipment, materials or supplies to the site of any work, or the beginning of any construction work, it is strongly recommended that the Contractor take pre-construction photos or videos for the purpose of establishing the conditions existing in all the areas to be affected by the construction.
SP-12 of 117
All other items of work shall be completed and accepted by the Engineering Representative during a Final Inspection. If the Final Inspection should reveal work that is not completed or is unacceptable to the Engineering Representative for any reason, a "punch list" of these items shall be generated and provided to the Contractor. Substantial completion (for the purpose of stopping the contract time) will be granted in accordance with Section 105-20 of the specifications. Once substantial completion is granted, the Contractor shall actively work to achieve Final Acceptance of construction of the Contract within fifteen (15) calendar days from the Substantial Completion date of that phase. Failure to prosecute the remaining work within this time period will result in the resumption of time charges and the application of liquidated damages from the date scheduled for final acceptance. When the work on this list has been satisfactorily completed, Final Acceptance shall be given for all items of work.
The contractor shall account for construction sequencing and work hour restrictions when scheduling and prosecuting the work as described in Subsection 108-4 of these Special Provisions.
All decisions regarding construction sequencing and work hour restrictions shall be made upon meeting the project objectives. Any construction sequencing plan proposed by the contractor must meet the requirements specified in the PAG Standard Specifications for Public Improvements (latest edition), and these Special Provisions. Sequencing plans will need to be approved by the Engineer.
3. Contract Time
The Contractor shall schedule a pre-construction meeting within 30 calendar days of notice of award. The Contractor shall be issued a Notice to Proceed at the pre-construction meeting. The Contractor will have 1,090 calendar days to complete all work. All decisions regarding construction sequencing and work hour restrictions have been made based upon meeting these objectives. The Contractor shall take into account these objectives when scheduling and prosecuting the work. At the pre-construction meeting the Contractor shall submit a construction schedule for the project that meets or decreases the allotted construction calendar timeframes and calendar contract days.
Phase 3 of the contract shall encompass the 24-month (730 consecutive calendar days) Landscape Establishment period as detailed in Section 807. All other items of work shall be completed and accepted (via acceptance of the roadway and/or drainage phase of the work) by the Engineering Representative prior to the commencement of Phase 3. The contractor shall obtain the acceptance of the previous phase(s) following a Final Inspection of that phase. If the Final Inspection should reveal work that is not completed or is unacceptable to the Engineer for any reason, a "punch list" of these items shall be generated and provided to the contractor. Substantial completion (for the purpose of stopping the contract time) will be granted in accordance with Section 105-21 of the Standard Specifications. Once substantial completion is granted, the contractor shall actively work to achieve final acceptance of the construction phase of the contract within 15-calendar days from the substantial completion date of that phase. Failure to prosecute the remaining work within this time period will result in the resumption of time charges and the application of liquidated damages
SP-13 of 117 from the date scheduled for final acceptance. When the work on this list has been satisfactorily completed, final acceptance of the phase(s) shall be given for all items of work other than Landscape Establishment. At this time the Landscape Establishment period shall begin, and the monies retained for all items of work other than Landscape Establishment (ITEM 8070001) shall be released. Through the duration of the Landscape Establishment period, the Agency shall retain 10% of the cost of the aforementioned items of work or a minimum of $2,000.00, whichever is greater. (The amount retained for ITEM 8070001 shall not exceed 5% of the total contract bid amount). Upon completion of the Landscape Establishment period, a final inspection will be held with Engineering and Streets Division staff to ensure that all plants are healthy and acceptable and that all Landscape Establishments have been completed.
Prior to delivery of any equipment, materials or supplies to the site of any work, or the beginning of any construction work, it is strongly recommended that the Contractor take pre-construction photos or videos as deemed appropriate for the purpose of establishing the conditions existing in all the areas that may be affected by the construction.
4. Maintenance & Protection of Traffic
The contractor shall be responsible for all construction zone traffic control and shall provide a traffic control plan in accordance with Section 701 of the Standard Specifications and these Special Provisions and shall be approved by the Engineer prior to construction.
The traffic control plans shall meet the conditions and requirements described in Subsection 104- 5 of these Special Provisions.
The contractor shall not allow any work to commence unless the conditions and requirements of Subsection 104-5 Maintenance of Traffic are adhered to. If the contractor fails to abide by the conditions and requirements of this specification section, it shall be considered sufficient grounds for the City to suspend the contractor’s work.
5. Permits
Before undertaking any of this contract work at any location covered by this project, the contractor shall obtain all applicable business licenses and permits, including but not limited to: water quality permits, air quality permits, traffic control and street closure permits, excavation/construction in the public rights-of-way permits and any other permits required by ordinance and/or state and federal law.
The contractor shall pay for all necessary fees, taxes and other costs associated with obtaining and securing all permits, including plan review. The costs associated with obtaining permits shall be considered incidental and inclusive with the associated items of work. No additional compensation will be provided.
SP-14 of 117
Excavation permits for excavation/construction in the public rights-of-way will not be required when the work is administered by the Agency.
No separate payment shall be made for preparation of the traffic control plans, and the costs shall be included in the overall cost of the project. The overall cost shall also include applicable plan review and permit fees.
Prior to any ground disturbing activity, the contractor shall obtain an Activity Permit from the Pima County Department of Environmental Quality. The contractor shall implement the standard specifications for dust suppression.
The contractor will be required to modify certain sanitary sewer system facilities owned by Pima County Regional Wastewater Reclamation Department (PCRWRD) as shown on the plans and hereinafter specified. The contractor shall obtain all construction permits required for this work. During construction operations, all contact between the contractor and PCRWRD personnel will be through the Engineer. The contractor shall give all notices to the Engineer two (2) working days in advance of the notice periods required by PCRWRD.
6. Storm Water/Ground Water Management
It shall be the responsibility of the contractor to allow for any subsurface groundwater and storm water runoff during the time of project construction. The contractor shall not divert or impound water in such a manner as to flood adjacent homes, facilities, or roadways. No additional compensation shall be provided for dewatering or diversion structures required for constructing or protecting the work, the cost being considered incidental to the project.
Dewatering may be done by the contractor by permit only. No measurement or direct payment will be made for dewatering groundwater or channelizing surface water required during the course of construction, including all permits. A contractor’s licensed well driller is required for conducting any dewatering operation, and all costs for dewatering shall be considered incidental to the contract unit cost of the bid items requiring dewatering. The contractor shall apply to the Arizona Department of Water Resources for the Dewatering Permit in a timely manner. The contractor shall note that up to approximately 90 days may be required for the approval of the Dewatering Permit.
7. Construction Survey and Layout

The contractor shall have a Certified Arborist or Certified Tree Worker prune exiting trees to remain in place and provide fencing as described in Section 201 of these Special Provisions or as directed by the City Landscape Architect.
Existing vegetation on and adjacent to this project shall not be disturbed by the contractor. Any vegetation beyond those limits actually needed for the contractor’s construction purposes unnecessarily damaged by the contractor shall be repaired or replaced at the contractor’s expense as directed by the City Landscape Architect.
9. Disposal of Materials
All construction debris, rubble, excess, surplus and unsuitable materials structures and obstructions, except as hereafter specified, shall be removed from the job site and disposed of by the contractor at a site previously secured by the contractor, and done in a manner approved by the Engineer.
Disposal shall be the responsibility of the contractor. However, the contractor shall, with each and every disposal site arranged for (other than commercial waste sites), provide the Engineer with a copy of the written approval of the property owner indicating that the property owner is fully aware of what the material consists of. The contractor shall also provide a letter to the Engineer from the City or County (whichever has jurisdiction), giving site approval for materials disposal at each site to be used. The approval letter shall be received and approved by the Engineer prior to the disposal of any materials at any site.
Costs associated with the disposal of these materials shall be incidental to the related items of work. Fees associated with the disposal of these materials shall be paid by the contractor.
All material removals shall be transported and legally disposed of from the project site the same day they are removed. Stockpiling of removed materials within the public rights-of-way shall not be allowed unless previously approved and directed by the Engineer.
