About this opportunity
The Canaveral Port Authority (CPA) in Brevard County, Florida, is soliciting qualifications from firms to provide Biological and Ecological Services through a continuing contract (RFQ-25-6) in compliance with the Consultants Competitive Negotiations Act. The comprehensive procurement seeks consultants to perform a wide range of environmental services, including wetland delineation, mitigation monitoring, endangered species consultation, aquatic vegetation control, greenhouse gas assessment, underwater noise evaluation, and environmental regulatory compliance. Proposing firms must demonstrate at least ten years of biological and ecological consulting experience, with reference letters dated within three years of the solicitation. The RFQ will be evaluated using a 100-point scoring system, with points allocated across categories such as similar experience (35 points), organizational capabilities (20 points), regulatory knowledge (15 points), and methodology (15 points), with potential additional oral presentations carrying 50 points. Sealed written qualifications are due on May 6, 2025, at 2:00 PM EDT, with a selection committee review scheduled for May 13, 2025, potential oral interviews on May 20, 2025, and final ranking presentation to the CPA Board of Commissioners on June 4, 2025.
The Canaveral Port Authority intends to establish multiple continuing contracts and explicitly encourages firms without complete in-house expertise across all disciplines to apply, suggesting a collaborative approach to contract award. The solicitation includes provisions for Disadvantaged Business Enterprise (DBE) participation, indicating a commitment to inclusive contracting practices. While no specific incumbent vendors are mentioned, the contract allows for multiple consultants to be selected, with work to be issued through individual purchase orders on an as-needed basis. The total contract value potentially exceeds $195,000, with individual project assignments based on a predetermined fee schedule. Insurance requirements are comprehensive, mandating $1 million in commercial general liability, $300,000 in business automobile liability, and $2 million in professional liability coverage. The initial contract term is three years, with potential extensions for two additional one-year periods, contingent upon satisfactory performance and fund availability. Consultants will be reimbursed for authorized expenses without markup, including travel, per diem, reproductions, permit fees, and special delivery requests.
