Canaveral Port Authority Request for Qualifications for

BIOLOGICAL & ECOLOGICAL SERVICES

For Continuing Contract

445 Challenger Road Suite 301 Cape Canaveral, FL 32920

(321) 783-7831

RFP Issue Date: April 7, 2025 __________ RFP Due Date: May 6, 2025_@ 2:00 PM Prepared By: Canaveral Port Authority___ Published Date: April 4, 2025

Biological & Ecological Services for Continuing Contract for the Canaveral Port Authority

PURPOSE

The purpose of this Request for Qualifications (RFQ) is to select the most highly qualified Firm(s) to provide the requested services. Submittals will be reviewed and evaluated as to qualifications to perform the services required by a Selection Committee consisting of Canaveral Port Authority (CPA) staff; the selection committee will make a recommendation and present it to the Canaveral Port Authority Board of Commissioners for approval.

It is anticipated that more than one firm may be selected to provide the necessary services for the project outlined in the Scope of Services in accordance with Florida Statute 287.055.

BACKGROUND

This document shall serve to provide interested parties with specific information as to the Procedures for Selection of Biological & Ecological Services firm(s) where the method of compensation is a Negotiated Fee or other methods of compensation depending upon the scope of services. Pursuant to the Florida Consultant’s Competitive Negotiation Act, Section 287.055 Florida Statutes, the Canaveral Port Authority will consider the contracting of more than one firm to provide professional services as outlined in the Scope of Services.

In determining whether a Firm is qualified, the Canaveral Port Authority shall consider such factors as the ability of professional personnel; past performance; willingness to meet time and budget requirements;

location of supporting office; and recent, current, and projected workloads of the Firm.

PROJECT DESCRIPTION

The Canaveral Port Authority seeks consulting firms interested in providing professional Biological & Ecological Services as further outlined in the scope of services.

CPA has reevaluated the professional service needs it will have over the upcoming five to ten years and has specifically worded this RFQ so that the Port has access to the kinds of firms, talent and resources required. Current contracts allowed teams based on levels of sub consultants and while some possess the skills needed, others rely on their sub consultants for what should be prime contracts. CPA wants firm(s) that have the majority of disciplines outlined as part of their own firm and not as part of an ad hoc team or as a sub consultant when embarking on certain projects. CPA understands that not all firms will have the full capability to perform all services in-house.

CPA wants to stress that being selected as a continuing contract firm does not come with any guarantees of work nor does it mean that the Port will call upon your resources. Having the contract means your Firm met certain minimum qualifications that CPA may need in the future and if the need and skill set line up, your firm could be asked for a proposal.

MINIMUM CRITERIA

As a minimum, the firms proposing shall have at least ten (10) years of biological and ecological consulting experience in work of a similar nature and must provide references of at least 5 prior successful similar projects/contracts.

Canaveral Port Authority –Biological & Ecological Services for Continuing Contract

It is recommended that the firm and all subconsultants have an office within reasonable proximity to the Canaveral Port Authority and demonstrate that they would be able to provide services in a timely manner.

SCOPE OF SERVICES

The Scope of Work required by the CPA on a continuing contract basis for work of a specified nature and will likely encompass a wide variety of tasks. These tasks, as outlined herein, may include, but not be limited to support for: wetland delineation, mitigation, monitoring; issues regarding endangered, threatened, and species of special concern; aquatic or invasive weed and vegetation control consultation;

greenhouse gases and air pollutants; underwater noise; dredged material management and testing;

compliance with local, state, and federal environmental regulations pertaining to biological and ecological issues; acting as a liaison between the CPA and necessary government agencies; and preparing applications, supporting documentation and follow through necessary to support Environmental Resource Permit (ERP) applications to the U.S. Army Corps of Engineers, Florida Department of Environmental Protection and/or St. Johns Water Management District, Environmental Protection Agency and any other required local, state and federal agencies. The selected firms may be required to coordinate with other engineering and environmental consultants working on CPA projects. The Canaveral Port Authority intends to enter into Continuing Contracts with multiple consultants, and therefore, firms without in-house expertise in all disciplines are encouraged to apply.

Pursuant to F.S. 287.055, for the services to be performed under this resulting contract, the Canaveral Port Authority shall evaluate current statements of qualifications and performance data on file with the Port, together with those that may be submitted by other Firms regarding the services to be performed under this resulting contract, and shall conduct discussions with, and may require presentations by, no fewer than three (3) Firms regarding their qualifications, approach to providing the services, and ability to furnish the required services. Discussions may be held between the Selection Committee and the Firms selected for interview based upon data submitted by each Firm. Having the contract means your Firm met certain minimum qualifications that CPA may need in the future and if the need and skill set line up, your firm could be asked for a proposal.

2. The Canaveral Port Authority, at its sole discretion, may ask any Respondent to make an oral presentation and/or demonstration without charge to the Port. The Canaveral Port Authority reserves the right to require any Respondent to demonstrate to the satisfaction of the Canaveral Port Authority that the Respondent has the fiscal and technical ability to furnish the service(s) or product(s) as proposed. 4. Respondents are cautioned not to assume that they will be asked to make a presentation and should include all pertinent and required information in their original qualifications package.

5. Following the presentations/interviews the Respondents will be re-evaluated. A final ranking of

6. Once the Selection Committee has ratified the final rankings, the Canaveral Port Authority Board of Commissioners shall engage, or authorize one or more persons to engage, the selected firms, in negotiations for purposes of executing a Contract. In doing so, the Canaveral Port Authority Board of Commissioners or its designee shall determine and negotiate compensation that is fair, competitive, and reasonable for the services to be supplied.

7. Should the Canaveral Port Authority Board of Commissioners or its designee be unable to negotiate a satisfactory Contract with the highest ranked Finalist, or Designated Finalist, at a price the Canaveral Port Authority Board of Commissioners or its designee determines to be fair, competitive and reasonable, the Canaveral Port Authority Board of Commissioners or its designee shall formally terminate negotiations and then undertake negotiations with the next highest ranked Finalist, or Designated Finalist. WORK OPPORTUNITY TAX CREDIT & WELFARE TO WORK TAX CREDIT

Section 320.20(4)(b) Paragraph 2 of the Florida Statutes encourages employment of participants in the welfare transition program on construction projects funded under the Florida Seaport Transportation and Economic Development Program.

Two programs, Work Opportunity Tax Credit (WOTC) and the Welfare to Work Tax Credit (WTW) Programs assist employers in employing individuals eligible or participating in the welfare transition program. WOTC provides a tax incentive to employers for hiring individuals from certain target groups to help them enter or re-enter the labor force. WTW provides a tax incentive to employers for hiring individuals who have been on long-term family assistance to enter or re-enter the work force.

More detailed information regarding the WOTC and WTW programs is available at the U.S.

Department of Labor website at: www.doleta.gov/business/incentives/opptax/.

The Agency for Workforce Innovation, Tallahassee, FL, provides a handbook describing the WOTC and WTW programs and provides assistance in reviewing applicants and completing and submitting the required forms. For more information, visit their website at www.floridajobs.org/wotc/index.html.
