About this opportunity

The City of Austin Transportation & Public Works Department is soliciting bids under IFB 6200 MLJ1050 for bike lane delineators, curb separators, traffic channelizers, and low-profile modular rubber speed humps and bumps, with questions due November 20, 2026 and offers due December 1, 2026 before 2:00 p.m. CT. No set-aside applies. The solicitation carries optional local-business and small-business preferences and no MBE/WBE goals.

The Local Business Preference covers vendors with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area, which includes Bastrop, Caldwell, Hays, Travis, and Williamson counties. Best-value discounts are up to 5% for bids up to $500,000 and 3% for bids between $500,000 and $50 million. Small-business discounts of 2% or 1%, depending on bid value, are available to offers that use certified small business subcontractors. A non-small-business offeror must reach subcontracting values of at least 5% of the total offer value to qualify for partial preference, documented in a Subcontracting Plan. The City may verify headquarters and certification claims directly, and misrepresentation can lead to withdrawn preference, disqualification, or post-award voidance.

Products must be delivered without mounting hardware and made of heavy-duty solid recycled rubber with a minimum 40% recycled content, resistant to weather, UV, cracking, and vehicle impact. Retroreflective elements must be non-fading and non-peeling, using embedded Cat's Eye reflectors or high-intensity striping for 360-degree visibility. Offerors must supply both bolt-down and glue-down models. Dimensional and color specifications are detailed in the scope document. The City may request samples that are exact replicas within 7 working days, evaluated for dimensional accuracy, material composition, reflectivity, and interlocking fit. A 12-month pilot will assess durability and retroreflectivity in field conditions.

The estimated value is $120,000 annually on indefinite quantities. The initial term is 24 months, with up to three 12-month extensions at the City's sole discretion. Delivery is due within 30 days of order, FOB destination, to the 8900 Cameron Road facility. Pricing is fixed for the first twelve months, with adjustments on the anniversary capped at 25% per line item. Offers remain valid for 150 days after the due date. The City may award a single contract on overall low cost or multiple awards by item category or group.

Offerors must certify compliance with Austin City Code wage-theft requirements under penalty of perjury and complete wage-theft training within 30 days of award. Commercial General Liability coverage of at least $500,000 per occurrence is required from insurers authorized in Texas and rated A.M. Best B+VII or better. A Certificate of Insurance is due within 14 days of request, and failure to provide one results in disqualification. The offer must also identify Texas resident or nonresident bidder status and the state of manufacture for each product.
