About this file
This file is a Small Business Preference submittal form for IFB 6200 MLJ1050 issued by the City of Austin, Texas, for Bike Lane Delineators and Speed Management Devices with an annual value of $120,000. The form is optional and encourages small businesses to participate in the City's solicitation process. Offerors may elect to identify themselves as recognized small businesses or include small business subcontractors to receive preference incentives. The City defines small businesses as entities holding recognized certifications that comply with the U.S. Small Business Administration's Small Business Size Standards. For offerors that are not themselves small businesses but utilize small business subcontractors, the combined subcontracting values must meet or exceed 5% of the total offer value to qualify for partial preference, with such values documented in an accompanying Subcontracting Plan.
The form requires offerors to certify their small business status by selecting one of two options: confirmation that the offeror is a certified small business (requiring entry of certifying entity name, acronym, certification number, and expiration date), or confirmation that the offeror is not a small business but will utilize certified small business subcontractors (requiring completion of a Subcontracting Plan with no MBE/WBE goals specified). The City reserves the right to request additional information to verify certifications and may contact certifying entities directly. Misrepresentation of certification status may result in withholding of available preference, disqualification from the resulting contract, or post-award contract voidance if discovered after award.
