About this opportunity

The City of Huntsville, Texas is requesting bids for HVAC services on an as-needed basis under IFB Bid NO. 27-04, with bids due October 27, 2026 at 2:00 p.m. Central Time at City Hall and questions due October 16, 2026. The City seeks 24/7 availability with a maximum emergency response time of two hours across all city-owned facilities and properties.

Vendors must hold a current Class "A" State of Texas Air Conditioning and Refrigeration license, possess a minimum of ten years of HVAC business experience, maintain at least two Journeyman-certified technicians on staff, comply with federal Clean Air Act requirements and EPA standards, and carry Commercial General Liability insurance at $1 million per occurrence and $2 million aggregate, plus Commercial Automobile Liability at $300,000 per occurrence and Workers' Compensation as required by Texas law. A Certificate of Insurance listing the City as an additional insured must be provided within ten calendar days of award.

Scope includes preventive maintenance, inspections, diagnostics, repairs, replacement, installation, and emergency HVAC work. Vendors must submit pricing on a price chart provided by the City, including flat-rate initial inspection and trip charges, separate hourly labor rates for regular business hours and additional technicians, after-hours and weekend rates, and a percentage markup above invoice price for replacement parts and materials. All pricing must be firm for 120 days following solicitation opening and remain firm throughout the contract term.

The initial contract term runs from the effective date through September 30, 2027, with four one-year renewal options available through September 30, 2031, contingent upon mutual agreement. The City reserves the right to award based on best value, considering vendor proximity, reputation, quality of services, past performance, and ability to meet requirements. Multiple vendors may be awarded. Funding is contingent upon City Council approval and annual budget appropriations, with the City retaining the right to rescind at each fiscal year end if funds become insufficient. Award preparation is anticipated for November 2026.
