About this opportunity

The State of Michigan Department of Technology, Management and Budget, on behalf of the Michigan Department of Environmental Quality Remediation and Redevelopment Division, is procuring remediation system construction support services for the Belgravia Site located at 125 Elkenburg Street in South Haven, Van Buren County, Michigan. This comprehensive remediation project involves the installation and subsequent removal of an in-situ thermal remediation system using Electro-Thermal Dynamic Stripping Process (ET-DSP) technology to address volatile organic compounds and other soil and groundwater contaminants at this former industrial facility. The scope of work encompasses Phase 1 pre-remediation construction activities including permitting, site preparation, utility installation, sonic drilling for installation of 84 electrode wells, 54 vertical multi-phase extraction wells, 6 temperature sensor wells, concrete vapor cap installation covering approximately 29,500 square feet, contaminated waste handling and disposal (estimated 1,200 tons non-hazardous solid waste, 200 tons hazardous solid waste, 950 gallons non-hazardous liquid waste, and 2,000 gallons hazardous liquid waste), and site security services, followed by Phase 2 post-remediation activities including system abandonment and site restoration. Qualified contractors must possess hazardous waste training and experience, implement health and safety plans compliant with 29 CFR 1910.120, maintain comprehensive insurance coverage including $1,000,000 commercial general liability and $1,000,000 pollution liability insurance, and comply with prevailing wage requirements for Van Buren County. The evaluation will be conducted on best value criteria considering price and qualitative components including technical approach, personnel qualifications, and management plans. The mandatory pre-bid conference and site tour was held on September 14, 2017, with electronic bids originally due September 27, 2017, later extended to October 11, 2017 at 2:00 PM local time through the SIGMA Vendor Self Service system; questions were accepted until September 20, 2017 at 5:00 PM; and a mandatory pre-award meeting was scheduled for October 13, 2017 at 10:00 AM via telephone, with required post-bid submittals due October 12, 2017 at 1:00 PM.

Qualified Disabled Veteran (QDV) businesses receive a 10 percent preference on their bid price for award consideration. The contract does not appear to include any incumbent contractor restrictions or technology integration requirements beyond coordination with existing utilities and monitoring wells at the site. A 5 percent bid guarantee is required, and performance and payment bonds are mandatory for all bids exceeding $50,000. The base bid includes a $50,000 provisionary allowance for unforeseen site conditions and a $10,000 allowance for City of South Haven power services, while the optional Alternate 1 for thermal remediation system expansion at 107 Orchard Drive includes a $35,000 cash allowance for site restoration. The total contract duration is 675 calendar days from Notice-to-Proceed, with Phase 1 completion required within 100 calendar days and Phase 2 within 75 calendar days from approval, subject to liquidated damages of $1,000 per day for delays; the anticipated Notice-to-Proceed was revised to December 2017. Specific award values or total contract budget amounts are not disclosed in the available procurement documents.
