About this file

This is an Addendum 5 issued by the State of Michigan Department of Technology, Management and Budget on behalf of the Department of Environmental Quality - Remediation and Redevelopment Division for the Belgravia Remediation System Construction Support project in South Haven, Michigan. The addendum addresses eight bidder questions regarding material specifications and installation requirements for the remediation construction project. Key clarifications include acceptable substitutions for aggregate materials (crushed concrete, MDOT 22A natural stone, and MDOT 34R peastone), storage requirements for contaminated solid waste, and lightweight insulating concrete specifications and placement conditions. The original bid opening date was October 11, 2017, with a pre-award meeting scheduled for October 13, 2017 at 10:00 AM to be conducted via telephone. Required post-bid submittals were due to the project professional by October 12, 2017 at 1:00 PM. The anticipated Notice-to-Proceed date for Phase 1 was revised to December 2017, with the contract time established at 100 calendar days for Phase 1.

The addendum specifies that placement of lightweight insulating concrete will not be required when ambient temperatures fall below 32 degrees Fahrenheit, and the Phase 1 contract time will be extended if such conditions prevent timely completion. Cold weather installation costs must be included under Pay Item 4F and identified in the Contractor's Schedule of Values. All clarifications and material substitutions outlined in this addendum become part of the contract documents and must be acknowledged by bidders in their proposals for submission of a valid bid. No pricing information, set-asides, funding sources, or incumbent contractor details are provided in this addendum document.

Subject: Remediation System Construction Support

Bid Opening Date: 10/11/2017

ADDENDUM NO. 5

TO: All Bidders

SUBJECT: Revision to the Bidding Specifications for the Belgravia Remediation System Construction

Support project in South Haven, Michigan

INTENT: This Addendum is issued to provide responses to bidder questions, further clarify the existing bidding and contract document and provide additional information to aid in the preparation of bid submittals.

Item 1 – Bidder Questions and Responses:

Question 1: Section 020500-Site Preparation, Part III Execution, B,2 – Site Access specifies, ”… 2.5 inch (#3) clear stone”, for the sediment / soil tracking pad. This appears to be an Indiana DOT specification. Section 322300-Excavation and Fill, Part II Products, B, Crushed Limestone calls for a “...clean 3” limestone”. Michigan vendors are finding it difficult to find material in the area that meet the Indiana specification and limestone is not a natural material in the South Haven area. 1’ x 3” crushed concrete is typically used and acceptable for the stone track out pads, would this be acceptable?

Response 1: Open graded or washed aggregate 1 to 3 inches in diameter comprising crushed stone or crushed Portland cement concrete is acceptable for the soil track-out pad. Crushed Portland cement concrete shall not contain more than 5 percent building rubble or hot mix asphalt by particle count.

Question 2: Is MDOT 22A natural stone acceptable for the roadways and parking lots? This material is locally in supply.

Response 2: MDOT 22A natural stone is acceptable for the gravel access road/driveway and parking area.

Question 3: Can the bidders get an MDOT equivalent for the ¼” (AASHTO #8) clear stone specified in Section 023213-Drilling and Well Installation, Part III Execution, G, 2 Horizontal Extraction Well Installations? Would MDOT 34R peastone be acceptable?

Response 3: MDOT 34R is an acceptable substitute for AASHTO #8 clear stone.

Question 4: SECTION 026100 – COLLECTION AND DISPOSAL OF CONTAMINATED SOLID

WASTE PART III – EXECUTION E. SOLIDS STORAGE/STOCKPILING

Please clarify if roll off boxes are required for material staging or if a soils and concrete can be placed in a storage / accumulation area with a liner and/or secondary containment? Roll off will be extremely expensive if required for soils and concrete.

Response 4: The requirement for storing contaminated solid waste in roll-off boxes applies to soil cuttings generated during drilling activities.

Question 5: Is excavated soil to be used for the backfill of the Shallow Dual-Phase Extraction System Piping?

Response 5: Yes

Question 6: Section 035216-Lightweight Insulating Concrete, Part II Products, A. Materials, 2. Mineral Aggregate. The specialty concrete supplier has indicated that this specification should not be included.

Please clarify.

Response 6: The mineral aggregate requirements for Lightweight Insulating Concrete were replaced by the specification provided in Addendum No. 3.

Question 7: Section 035216-Lightweight Insulating Concrete, Part II Products, B. Cellular Lightweight Insulating Concrete, 2, and 4. The minimum requirements are dependent on what class of lightweight insulating concrete is being requested? Which class 1, 2, or 3?

Response 7: The Class 3 material provided by Elastizell meets or exceeds the specified minimum requirements. An equivalent material provided by Cematrix that meets or exceeds the specified minimum requirements for lightweight insulating is also acceptable.

Question 8: Lightweight Insulating Concrete cannot be placed in temperatures below 32 degrees F.

Please clarify the cold weather concrete installation requirement.

Response 8: Placement of lightweight insulating concrete will not be required in ambient temperatures below 32 degrees F. The Phase 1 contract time will be extended if ambient temperatures below 32 degrees F prevent placement of lightweight insulating concrete within the 100 calendar day contract time when the cold weather installation precautions associated with Pay Item 4F – Cold Weather Installation of the Concrete Vapor Cap are taken, as appropriate. Costs associated with mix adjustments to allow placement of lightweight insulating concrete in near-freezing conditions (i.e., use of heated mix water and high early strength cement) shall be included under Pay Item 4F – Cold Weather Installation of the Concrete Vapor Cap, and identified in the Contractor’s Schedule of Values.

Item 2 – Estimated Notice-to-Proceed Date: Due to the change in the bid opening date described in Addendum No. 4, the anticipated Notice-to-Proceed date for Phase 1 is revised to December 2017. A delay in the issuance of the Notice-to-Proceed beyond this estimated date shall not be cause for Contractor to request a Change Order.

Item 3 – Pre-Award Meeting & Pre-Award Submittals: Due to the change in the bid opening date described in Addendum No. 4, the pre-award meeting date is revised to October 13, 2017 at 10:00 AM. The pre-award meeting will be held via telephone. The required post-bid submittals shall be provided to the professional by October 12, 2017 at 1:00 PM.

ACKNOWLEDGEMENT: This Addendum must be properly acknowledged on the bidder's proposal for submission of a valid proposal. The changes and information shall become part of the contract documents.
