About this file

This Addendum No. 2 is issued by the State of Michigan, Department of Technology, Management and Budget, on behalf of the Michigan Department of Environmental Quality—Remediation and Redevelopment Division, for the Belgravia Remediation System Construction Support project located in South Haven, Michigan. The project involves thermal remediation system construction and site restoration work, including installation of 84 electrode wells, 54 vertical multi-phase extraction wells, 6 temperature sensor wells, horizontal vapor extraction wells, and a concrete vapor cap covering approximately 29,500 square feet. Additional work includes shallow dual-phase extraction wells, waste characterization and disposal, well abandonment, utility services installation, temporary bike path construction, and site restoration. The bid opening date was September 27, 2017, with a mandatory pre-award meeting scheduled for September 28, 2017. The project is divided into two phases: Phase 1 addresses remediation system installation, and Phase 2 addresses system abandonment and site restoration. An Alternate 1 option addresses thermal remediation system expansion at 107 Orchard Drive.

This addendum provides responses to 25 bidder questions and clarifications regarding specifications, including confirmation that sonic drilling is required (hollow stem auger is not acceptable), electrodes come in 800-pound bundles requiring dunnage and tarping, and the concrete vapor cap must extend across the entire thermal remediation area. The addendum updates the bid schedule to include a $50,000 cash allowance for utility relocation costs at 107 Orchard Drive, as utility providers could not provide guaranteed pricing by the bid submittal date. Additionally, the City of South Haven will provide water and sanitary sewer service stubs at no cost to the contractor, with the city covering connection fees, inspection fees, and meter installation. The Professional will install above-ground piping after the vapor cap is constructed and Phase 1 is complete. Bidders must submit bids via SIGMA, not Buy4Michigan, and must acknowledge this addendum for proposal validity. The Provisionary Allowance includes $50,000 for unforeseen site conditions and $10,000 for South Haven power services.

Question 8: Section 01025 Measurement and Payment, 2.3 Specific Pay Items, 1, Item 1C, Payment for this item shall be made at the Contract Unit Price per month or pro-rated portion thereof… Trailer rentals are for complete months, on a 28-day billing cycle. Contractor has to bill the owner for a full month. Please clarify or revise.

Response 8: Billing for trailer rental will be on a per month basis.

Question 9: Section 01500 Construction Facilities and Temporary Controls, 6 Electrode and Graphite Material Unloading, Storage, and Security. What will the maximum weight that needs to be off loaded be? What type of storage is necessary for the materials?

Response 9: Electrodes come in bundles, not on pallets, with up to 8 electrodes in a bundle and weigh approximately 800 lbs. Graphite will be shipped to the site on pallets, each of which will weigh up to 3,000 lbs. Per Appendix XIV of the specifications: The electrodes, graphite and ancillary material are to be staged on dunnage and securely tarped from the time of unloading from the delivery truck until the time of installation. The staged materials are to be stored within the secured fenced perimiter of the work area.

Question 10: Section 020500 Site Preparation, Part III Execution, H Temporary Decontamination Area. “If present outside the thermal treatment area boundary, the decontamination area shall be lined to prevent contact of underlying soils…to control and facilitate collection of decontamination liquids… “ If the decon pad is within the thermal treatment area boundary, does it need to be lined and do the liquids have to be collected?

Response 10: If the decontamination pad is located within the thermal remediation boundary, lining is not required; however, all decontamination solids and liquids shall be collected and properly managed (e.g., drill rod may be washed over a trough/basin but the entire decon area does not need a separate membrane liner).

Question 11: Section 03300 Cast In Place Concrete, and Section 035216 Lightweight Insulating Concrete, Part III Execution, B Formwork Erection, 2 and 3. Is this saying that earthwork can be used as the forms? If so, what alignment of joints is necessary?

Response 11: The perimeter of the vapor cap concrete shall be formed with wood forms or approved alternate as shown in Sheet VCD-01 of the McMillan-McGee Design Document included in Appendix X of the Bidding and Contract Document. Concrete pads for well/piping vaults located outside the vapor cap boundary can be earth-formed.

Question 12: Who is responsible for concrete testing?

Response 12: Concrete testing for waste characterization purposes shall be completed by the Contractor. Concrete testing for material property and/or thickness verification shall be completed by and at the discretion of the Professional. Coring required for collection of concrete samples for material property and/or thickness verification shall be completed by the Contractor (up to 6 cores, up to 6-inch diameter).

Question 13: Section 320500 Common Work Results For Exterior Improvements, Part III Execution, B Restoration of Grounds, 1 125 Elkenburg. Where is the southern limit of the new wooden fence on the east side of this address?

Response 13: The new wooden fence on the eastern portion of the 125 Elkenburg property shall extend from the northeastern corner of the property to the south along the eastern property boundary to a point even with the northeastern corner of the building. From this point, the fence shall run to the west a distance of approximately 20 feet and terminate at the northeastern corner of the building.

Question 14: Section 334100 Storm Utility Drainage, Part III Execution, D Pumping and Bypassing.

What is the existing flow?

Response 14: The storm drain has low or no flow during dry conditions (e.g., estimated less than 50 gallons per minute). The flow rate during precipitation events and wet conditions will vary and is unknown.

PPaaggee 33 ooff 44

Question 15: Appendix III Special Project Procedures, Training and Licensing, 1. Do all of the subs and vendors have to be 40 Hour Hazwoper trained? (Surveyor, Concrete, Landscape, Fence, etc.)

Response 15: The Contractor shall comply with all relevant OSHA and MIOSHA requirements applicable for the work being performed. The Bidding and Contract Document does not require hazardous waste operations/Hazwoper training for workers that are not exposed to contamination from the Site. This may include workers completing primarily above-grade tasks such as surveying, concrete placement, landscaping, fencing, etc. unless Contractor’s other activities at the site were to cause an exposure (e.g., through a surveyor inhaling vapors while drilling is occurring, a concrete worker moving contaminated waste materials during preparation for concrete placement, etc.).

Question 16: Appendix III Special Project Procedures, Training and Licensing, 1. Do all of the subs and vendors need to have the 40 Hour Hazardous Waste Site Operator’s course? (Surveyor, Concrete, Landscape, Fence, etc.)

Response 16: See response to Question 10 above.

Question 17: The McMillan-McGee drawing WDL-01 Well Field Layout indicates that the Vapor Cap is 29,500 sf in size, which implies a total of 2 ft. of concrete over the entire area. The McMillan-McGee drawing VCD-01 Cellular Concrete Vapor Cap Cross Section only shows the concrete cap at the well heads. The McMillan-McGee drawing WCD-02 Horizontal Extraction Wells, only shows a Geofabric, native material, and clear stone over the Horizontal Wells. These wells are within the Vapor Cap area shown in drawing WFL-01. Please clarify. If the concrete cap is just at the well heads what is the length and width of the concrete pad?

Response 17: The concrete vapor cap is required across the entire thermal remediation area, with the boundary as shown in the McMillan-McGee Design Document drawings (e.g., Sheet WFL-01 and WFL-01 ALT). The cross sections show an example profile view of the vapor cap and are not intended to depict the horizontal extent of the vapor cap. The top layer shown in the cross sections on Sheet

WCD-02 is labeled as “vapor cap”.

Question 18: Is there a separate detail for the Vapor Cap at the electrodes and temperature sensor wells?

Response 18: There are no separate details showing the concrete vapor cap at the electrodes and temperature sensor wells. The concrete vapor cap will extend as a continuous surface up to the pipes/risers at the electrodes and temperature sensor wells.

Question 19: At the Pre-Bid meeting the bidders were told that the wellhead for the horizontal wells was a pipe brought above ground and that was all, but to look at the McMillan-McGee drawings.

Drawing WCD-02 Horizontal Extraction Wells, shows a pipe terminating above ground with male threads, while WHD-02 Horizontal Extraction Wellhead Detail-Well Head Details shows a pipe with a cross connection fitting, gauge, valve, and tee. Please clarify.

Response 19: The wellhead for the horizontal wells shall be constructed consistent with Sheet WHD- 02 of the McMillan-McGee Design Document drawings. The wellhead completions shown in Sheets WHD-01 and WHD-02 of the McMillan-McGee Design Document drawings are not part of the work (refer to Page 02-07 of the Bidding and Contract Document, Item B.1).

Question 20: If the Vapor Cap extends over the entire area, will the above ground piping be installed before or after the Vapor Cap is poured?

Response 20: The Professional’s above ground piping will be installed after the vapor cap is constructed and Phase 1 of the project is complete.

Question 21: Section 321000 Paving, Part III Execution, A.1 Temporary Bike Path refers to Appendix VIII, sheet 4 of 14, Proposed Cross Section Station 14+23 to 23+58. What is the specification for the 8” aggregate base?

PPaaggee 44 ooff 44

Response 21: The aggregate base shall comply with the Van Buren Trail Project Manual, which adopts the MDOT 2012 Standard Specifications for Construction. According to MDOT (2012), aggregate base course shall be constructed using Dense-Graded Aggregate 21AA, 21A, or 22A.

Question 22: After talking to the contact for Frontier Communications, I was told that they will not be able to provide a price for their utility relocation at 107 Orchard, by the bid submittal date.

Response 22: Please refer to Item 2 below.

Question 23: After talking to the contact for Comcast, I was told they could not guarantee a price for their utility relocation at 107 Orchard, by the bid submittal date.

Response 23: Please refer to Item 2 below.

Question 24: After talking to the contact for the City of South Haven DPW, I was told they may not be able to provide a complete price for the water and sanitary lines.

Response 24: The City of South Haven’s portion of the work related to providing water and sanitary sewer services for the thermal remediation system has been removed from the work. The Professional will commission the City of South Haven to provide stubs for the water and sanitary sewer service at no cost to the Contractor in advance of the Contractor’s commencement of work. This will allow the City to restore pavement before winter. The City will stub these utilities at the back of the curb approximately as depicted in Figure 3 of the Drawings. The Contractor shall be responsible for all remaining tasks related to connecting to the stubs and running the services to the remediation area as described in the Bidding and Contract Document. The City services to be paid by Professional are limited to the following: Water Connection Fee for a 1” Service, Sewer Connection Fee for a 4” Service, Water Inspection Fee, Sewer Inspection Fee, and ¾” Water Meter/Pit/Radio.

Question 25: Will the owner consider extending the bid due date for one week?

Response 25: Please refer to response 2 above.

Item 2 – An updated Bid Schedule has been prepared (see attached), which includes revisions to Item A.7 Cash Allowance for Site Restoration at 107 Orchard Drive Parcel. Item A.7 now includes cash allowance to reimburse the Contractor for costs incurred, from the utility providers, associated with the relocation of utilities at 107 Orchard.

Item 3 – In addition to the requirements for the mandatory September 28, 2017 Pre-Award meeting as set forth in Addendum No. 1 the Professional will require the apparent low bidder to provide draft copies of a Schedule of Values and a list of proposed subcontractors for discussion. The purpose of the Pre-Award meeting is to determine suitability of the apparent low-bidder to complete the project as specified and to confirm the Contractor’s accurate understanding of the specified scope of work. Any additional documents which support the apparent low bidders position as a suitable and knowledgable candidate for the Contract Award are encouraged.

ACKNOWLEDGEMENT: This Addendum must be properly acknowledged on the bidder's proposal for submission of a valid proposal. The changes and information shall become part of the contract documents.
