About this opportunity
The Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health (SAMH), is issuing an Invitation to Negotiate (ITN) to procure a Managing Entity for behavioral health services in the Northwest Region, covering 16 counties including Bay, Calhoun, Escambia, and others. The selected organization will be responsible for planning, coordinating, and contracting the delivery of substance abuse and mental health services through a comprehensive behavioral health system of care, comprised of subcontracted network service providers. Key deliverables include developing a provider network, implementing emergency, acute care, residential, outpatient, recovery support, and prevention services, and ensuring efficient service delivery. The evaluation will be based on nine criteria including executive overview, core team qualifications, development and planning, administration, monitoring, data collection and reporting, fiscal responsibility, emergency preparedness, and financial components, with a maximum possible score of 1,272 points. Critical dates include a response due date of April 29, 2024, a public reply opening on the same day, an anticipated contract award posting on August 12, 2024, and an anticipated contract effective date of September 1, 2024.
The ITN requires the Managing Entity to be a not-for-profit, community-based organization with competence in managing behavioral health services, and must have a governing board meeting specific state requirements. Organizations must be accredited by either the Council on Accreditation or Commission on Accreditation of Rehabilitation Facilities. While no specific set-aside designations are mentioned, organizations may submit replies that differ from the defined regional grouping, provided they justify how the proposed service area would benefit the state. The contract will be funded through a combination of state and federal sources, including block grants and discretionary project grants, though specific funding amounts are not explicitly detailed. The contract term is anticipated to be five years, with potential for renewal, and will involve managing and allocating available funds in compliance with state and federal requirements. The vendor will be expected to work within existing appropriations and may carry forward up to 8% of unexpended state funds between fiscal years.
