About this opportunity
The Savannah-Chatham County Public School System is requesting proposals for before and after school care program services under RFP 22-52, with proposals due May 31, 2022 at 11:00 a.m. The proposal deadline was extended via Addendum 2; Addendum 1 addressed vendor questions. Vendors must acknowledge receipt of both addenda on the Certification Form to maintain responsive status.
The program serves 2,159 children across 33 schools and early learning centers, with individual school enrollments ranging from 10 to 129 children. The utilization report identifies four schools with notably larger enrollments: Garrison K-8 (129 children), Heard Elementary (103 children), Rice Creek K-8 (100 children), and New Hampstead K-8 (100 children). Financial assistance is structured in three tiers — full rate, reduced rate, and free rate — with 48 percent of total enrollment receiving services at the free rate and 10 percent at the reduced rate; AB Williams Elementary's program serves more than 58 percent of enrolled children on financial assistance.
The contract term runs from July 1, 2022 through June 30, 2023, with the District retaining the right to renew for two additional one-year periods by mutual written consent. Monthly invoicing is required, with the District paying invoices within forty days of receipt and proper documentation. The contractor must obtain and maintain Commercial General Liability ($1 million per occurrence, $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Workers' Compensation at statutory limits, and Umbrella Insurance ($1 million per claim). Contractor personnel must maintain professional standards including uniforms, government-issued photo identification, and compliance with District conduct codes. The District may terminate for convenience with fourteen days' notice or for cause immediately upon written notice; a transition period of up to ninety days may be required following termination.
