About this opportunity
Collier County Board of County Commissioners Procurement Services Division, on behalf of the Public Utilities Water Division, issued Invitation to Bid 25-8463R on March 31, 2026, soliciting qualified vendors to provide comprehensive bee removal and eradication services for County-owned facilities. The solicitation accommodates two distinct service categories: Category A for live bee removal performed by Florida Department of Agriculture and Consumer Services-registered beekeepers (estimated 90 annual service sites), and Category B for bee eradication performed by state-licensed pest control agents (estimated 90 annual service sites). Vendors must submit unit pricing on a per-site basis through the County's online bidding system at https://procurement.opengov.com/portal/collier-county-fl, with bids due April 30, 2026, at 3:00 PM. Performance requirements mandate acknowledgment of service requests within one business day, arrival at locations within two business days, work completion within five business days, removal of existing comb and honey, photographic documentation, and two days of follow-up visits post-service. Contractors must maintain 24/7 availability and can charge an optional $100 urgent request fee per site when the County requires service within 24 hours. The contract term extends for three years with two optional one-year renewal periods, and the County has historically spent approximately $50,000 annually on these services, though future expenditures may vary.
No set-aside designations for disadvantaged enterprises are specified in the solicitation; however, vendors may qualify for local preference status under Collier County Procurement Ordinance Section Sixteen by maintaining a physical business address within County limits, contributing measurably to the County's economic development, and possessing a current local Business Tax Receipt. No incumbent contractors are identified in the available documentation. All responding vendors must satisfy comprehensive submission requirements including E-Verify enrollment confirmation, Florida Certificate of Authority, appropriate business licenses and tax receipts, completed conflict of interest and immigration certification forms, vendor declaration statements under penalty of perjury, workers' compensation and general liability insurance with minimum limits of $500,000 and $1,000,000 respectively, and a bid bond equal to five percent of the cost proposal. Contractors awarded contracts exceeding $200,000 must provide performance and payment bonds for 100% of the contract value. The County reserves the right to award to one or more bidders on a line-item basis and to identify Primary, Secondary, and Tertiary vendors representing best value, with pricing remaining firm for the initial contract year and subject to Board appropriation authority.
