About this file
This is a Local Vendor Preference Certification form issued by the Collier County Board of County Commissioners Procurement Services Division in Florida for use in conjunction with Invitation to Bid 25-8463R for Bee Removal Services. The solicitation seeks qualified vendors to provide comprehensive bee removal and eradication services across two categories: Category A for live bee removal by Florida Department of Agriculture and Consumer Services-registered beekeepers (approximately 90 annual service sites) and Category B for bee eradication by state-licensed pest control agents (approximately 90 annual service sites). Vendors must submit unit pricing on a per-site basis through the County's online bidding portal at https://procurement.opengov.com/portal/collier-county-fl, with bids due April 30, 2026, at 3:00 PM. Performance requirements include acknowledgment within one business day, site arrival within two business days, work completion within five business days, removal of existing comb and honey, photographic documentation, and two days of follow-up visits. The contract term spans three years with two optional one-year renewal periods.
Vendors may qualify for local preference status by maintaining a physical business address within Collier County limits, demonstrating measurable contribution to County economic development, and possessing a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission. The County has historically spent approximately $50,000 annually on these services, though future expenditures may vary. No set-asides for disadvantaged enterprises are designated. Contractors must maintain 24/7 availability and may charge an optional $100 urgent request fee per site when service is required within 24 hours. All vendors must provide E-Verify enrollment confirmation, Florida Certificate of Authority, appropriate business licenses, workers' compensation and general liability insurance with minimum limits of $500,000 and $1,000,000 respectively, and a bid bond equal to five percent of the cost proposal. Vendors misrepresenting local preference status forfeit local preference privileges for up to one year.
