About this opportunity
Collier County Board of County Commissioners Procurement Services Division is requesting bids on countywide chemicals for water treatment, wastewater treatment, and parks and recreation facilities across Collier County, Florida, with bids due November 13, 2026 at 3:00 PM. A local-vendor preference is available under Collier County Procurement Ordinance Section Sixteen to vendors with a physical business address within Collier County registered with the Florida Department of State and demonstrating measurable economic contribution to the county.
The scope encompasses 29 chemical line items including ammonia, carbon dioxide, chlorine, sulfuric acid, sodium hydroxide, polymers, sodium hypochlorite, and specialty treatment chemicals for three water treatment facilities (North and South regional plants, Northeast plant coming online in 2031), two regional wastewater plants, two subregional wastewater plants, and six aquatic recreation facilities. Annual estimated volumes range from 3,000 pounds (sludge polymer) to 8,000,000 pounds (sodium hydroxide). All chemicals must comply with American Water Works Association (AWWA) standards and NSF Standard 60 certification where applicable. Vendors must provide Safety Data Sheets upon initial delivery and with any formulation changes, offer immediate phone support with six-hour on-site emergency response, deliver within specified timeframes (five business days for order processing, two business days for material availability), and provide annual training sessions covering federal and state safety requirements at no additional cost. Orders must be processed within five business days with materials available for pickup or delivery within two business days of notification.
Historical county spending approximates $4,000,000 annually, though this may not reflect future purchasing patterns. The contract term is four years with one optional one-year renewal; prices remain firm for the first year. Award will be made on a lowest-price, responsive, and responsible bidder basis per line item, with the County reserving the right to establish a vendor pool or select multiple awardees. Bidders are not required to bid all line items and may submit zero pricing for products they cannot supply without being deemed nonresponsive. All unit prices must be fully inclusive of tariffs, import duties, fuel charges, and governmental assessments with no surcharges permitted. Price increases may be requested annually on an anniversary basis with 30 days' notice and supporting documentation, subject to Procurement Director approval. Bids must be submitted electronically through the County's platform at https://procurement.opengov.com/portal/collier-county-fl. Bid prices must remain firm for 180 calendar days from bid opening. All bidders must submit E-Verify enrollment documentation, current certificates of authority, business licenses, insurance certificates (within five days of Notice of Recommended Award), and required forms including Vendor Declaration Statement (Form 1), Conflict of Interest Certification (Form 2), Immigration Certification (Form 3), and Local Business Certification (Form 4) if applicable. Minimum payment terms are 15 calendar days, with payment made upon receipt and approval of properly documented invoices within six months of service completion in accordance with Florida's Local Government Prompt Payment Act.
