The contract is a lump-sum stipulated price with monthly progress payments subject to 5% retainage. Certified payroll documentation (weekly for federally funded portions, monthly for state-funded portions) is mandatory. The City is exempt from federal excise taxes and Connecticut state and local sales and use taxes, which should not be included in bid pricing. The Build America Buy America Act applies, requiring domestic content for all iron, steel, manufactured products, and construction materials. Payment occurs within 30 days of project completion.
