About this opportunity

The Wisconsin Department of Administration (DOA), through its Consolidated Agency Purchasing Services (CAPS), is seeking bids for a comprehensive avionics and full instrumentation panel upgrade for a King Air aircraft (Serial Number FL-204). The procurement involves purchasing and installing new avionics equipment, including replacing the autopilot system, communication transceivers, radar control panel, transponders with ADS-B compliance, Flight Management System with WAAS certification, air data computer, and engine indicating instruments. Bidders must demonstrate at least three years of experience upgrading King Air avionics systems and be an original manufacturer or authorized distributor with service and repair capabilities. The project requires a two-year warranty on parts and labor, manufacturer warranties on components, and mandatory training for a minimum of two pilots, including online familiarization, simulator training, and ground and flight familiarization. The bid was posted on August 7, 2017, with questions due by August 14, 2017, and bid submissions required by August 28, 2017, at 2:00 PM Central Time. Award will be made to the lowest responsive, responsible bidder based on total bid price, RVSM compliance, trade-in allowance for current equipment, and transportation expenses.

There are no specific set-aside designations or restrictions on respondent types mentioned in the procurement documents. The DOA is requesting trade-in allowances for existing equipment listed in Appendix 2, which includes various radar, navigation, transponder, communication, and instrumentation components. The state intends to retain the Collins ADF-60 equipment during the upgrade and requires bidders to provide associated retention costs. Bidders must specify their facility location, with additional transportation costs calculated based on distance from the Madison Hangar. While no specific budget range is explicitly stated, the DOA emphasizes that it does not guarantee purchasing any specific quantity or dollar amount, and bids requiring minimum order quantities will be rejected. The contract term is 90 days from execution, with the work to be completed within 15 business days of the start date, which must be on or before October 23, 2017. Contractors must comply with Wisconsin Administrative Code, OSHA safety requirements, and maintain specific insurance coverage.
