About this opportunity
The Georgia Department of Transportation is seeking proposals for Aviation Program and Project Management Services to administer the Federal Aviation Administration State Block Grant Program, Airport Improvement Program, and Georgia State Airport Aid Program for the Division of Intermodal, with proposals due July 24, 2023.
A 16% overall annual Disadvantaged Business Enterprise participation goal applies to all federally funded projects, achievable through prime contracting, subcontracting, joint ventures, or mentor-protégé relationships.
The scope encompasses 12 monthly service categories: Aviation Program Management, Capital Improvement Program administration, annual applications for state and federal assistance, state and federal airport aid project management, grants and contracts management, environmental reviews, FAA ASSET Initiative guidance, airport layout plan and master plan reviews, state airport licensing and inspection, advanced air mobility program management including uncrewed aircraft systems, independent fee estimates, and special projects and intermodal program support. Proposers must provide a maximum of five references for similar project experience within the last five years, with each reference including contact name, title, address, phone number, email address, explanation of services, and years of service. All information, data, and project deliverables become the property of GDOT and may not be used by the contractor outside the contract scope without written consent.
The contract is an Open Agency Contract with no minimum or maximum guaranteed amount, structured as a menu of services with work issued through Task Orders and Notice to Proceed for each Task Order before services commence. The term extends up to five years. Compensation is non-fixed-price, based on Task Orders identifying specific work and dollar amounts derived from the winning firm's cost proposal. GDOT reserves the right to terminate the contract for any reason during the term and to approve all contractor personnel responsible for delivering services.
Evaluation criteria are 80% technical merit and 20% cost, with technical scores adjusted to maintain this balance. Written questions were due June 28, 2023, at 2:00 PM. Addendum No. 1 was issued July 12, 2023, clarifying proposal requirements and submission procedures.
