About this opportunity

Jordan School District issued Request for Proposals #26RM02P5 for athletic uniforms, footwear, and branded apparel services to support Bingham High School's athletic programs in Salt Lake County, Utah. The procurement seeks a single vendor to serve as the exclusive supplier of athletic uniforms and apparel in exchange for mutually agreed-upon marketing opportunities and advertising exposure at local, state, regional, and national levels. Bingham High School currently expends approximately $400,000 annually on athletic uniforms and apparel and intends to consolidate purchases through one primary contractor while maintaining flexibility to select from multiple brands for non-game-day and miscellaneous items. The district has established a preference for Under Armour based on prior experience with customer service, product quality, performance, and brand alignment; however, vendors may propose Nike, Adidas, or equivalent high-quality brands, with those offering alternatives required to demonstrate that their customer service and products equal or exceed Under Armour's quality, durability, performance, and breadth of offerings. The evaluation process comprises three stages: Stage 1 determines responsiveness based on mandatory minimum requirements including Utah business licensure, minimum three years of school district experience with three references, assignment of a dedicated local account representative, acknowledgment of artwork ownership, and compliance with Utah Code 63G-27 boycott restrictions; Stage 2 scores technical proposals on a 1,000-point scale covering brand quality and partnership requirements (350 points), service requirements (525 points), and marketing requirements (125 points), with a minimum threshold score of 750 points required to advance; and Stage 3 evaluates cost proposals on a 425-point scale based on discount incentives, sample order pricing, and promotional incentives. The proposal submission deadline is Monday, May 11, 2026, at 3:00 p.m. MDT, with questions due by Monday, May 4, 2026, at 3:00 p.m. MDT, and board approval expected on Tuesday, May 26, 2026. The contract will be for one year with options to renew for up to four additional one-year periods, for a maximum of five contract years total, and all pricing must be guaranteed for one year with any price adjustments thereafter requiring equal guarantee periods and at least 30 days' notice with supporting documentation.

This procurement contains no specific set-aside designations or restrictions limiting eligibility based on organization type or disadvantaged enterprise status; however, all vendors must comply with the standard terms and conditions of Jordan School District, including substantial insurance requirements for work performed on district premises (Workers' Compensation, Employee's Liability of $1,000,000 per occurrence, Comprehensive General Liability of $2,000,000 combined single limit, Comprehensive Automobile Liability of $1,000,000, and Umbrella/Excess Liability Coverage of $5,000,000 with the district named as additional insured). Vendors must also comply with student data privacy requirements under the Standard Student Data Privacy Agreement (NDPA) Version 2.1, which governs the protection of student data collected or accessed through the contracted services and aligns with federal laws including FERPA, PPRA, and COPPA, and vendors must implement adequate cybersecurity frameworks and conduct annual security audits with notification of any confirmed data breach within 72 hours. The RFP documentation does not identify an incumbent vendor or current contractor; rather, the procurement seeks to establish a new exclusive supplier relationship. No specific award value or budget range is disclosed in the solicitation; however, the district's current annual expenditure of approximately $400,000 on athletic uniforms and apparel provides a baseline indication of the anticipated annual contract value. The district reserves the right to select the apparel brand and vendor determined to provide the best overall value to Jordan School District, considering both price and evaluation factors, and retains the right to choose a lower-cost, technically qualified offeror if deemed to provide better value. All proposals must address vendor information requirements, cost proposals including discount incentives and promotional incentives with estimated annual financial benefits to BHS over the five-year contract term from 2026 to 2031, and acknowledgment of all mandatory compliance requirements including the Public Contract Boycott Restriction Statement and Utah Retirement Systems Post-Retired Verification Form requirements.

Opportunity text

The purpose of this RFP is to solicit competitive proposals from interested Offerors to enter into an agreement to provide exclusive uniforms, footwear, and branded apparel to Bingham High School (BHS) athletic teams in exchange for mutually agreed-upon marketing opportunities and advertising exposure at the local, state, regional, and national levels. Offerors are expected to provide a high level of customer service, flexibility, and responsiveness to meet the diverse and evolving needs of BHS athletic programs. BHS currently spends approximately $400,000 annually on athletic uniforms and apparel. It is the intent of BHS to purchase branded athletic apparel through a single contracted Offeror, while maintaining flexibility to select from a variety of brands offered by that Offeror for non-game-day and miscellaneous apparel items. BHS has an established preference for Under Armour athletic uniforms and apparel based on prior experience with customer service, product quality, performance, and brand alignment. However, this preference is not intended to be restrictive. Offerors may propose Under Armour, Nike, Adidas, or other equivalent high-quality brands capable of meeting the needs of the school's athletic programs. Offerors proposing brands other than Under Armour should clearly demonstrate how the customer service and proposed products are equal to or exceed the quality, durability, performance, and breadth of offerings associated with Under Armour. JSD reserves the right to determine equivalency based on the information provided. JSD reserves the right to choose the apparel brand that is best suited to meet the requirements of this award. Please see the full RFP attachment for all proposal guidelines and requirements. This RFP is issued in accordance with State of Utah Procurement Code, Utah Code Annotated (UCA) Chapter 63G-6a, and applicable Rules found in the Utah Administrative Rules (UAR). If any provision of this RFP conflicts with the UCA or UAR, the UCA or UAR will take precedence.
