About this opportunity

The State of Nevada Purchasing Division, on behalf of the Department of Human Services, Division of Social Services, is requesting proposals for Asset Verification Services (solicitation 40DHHS-S3926) with proposals due August 26, 2026.

The scope requires vendors to verify financial and non-financial assets—including bank accounts, investment accounts, real property, vehicles, and other reportable assets—for applicants and recipients of state assistance programs to determine eligibility and ongoing compliance. Vendors must access asset verification databases, conduct investigations, and provide detailed verification reports within specified timeframes while handling high-volume requests and maintaining confidentiality of sensitive personal information. The contractor must demonstrate experience in asset verification services, knowledge of state and federal assistance program requirements, and compliance with all applicable regulations governing personal and financial information.

Security and data-handling requirements are stringent. Vendors must comply with NIST SP 800-171r2 (Controlled Unclassified Information protection), NIST SP 800-53r5 (federal security and privacy controls), and NIST SP 800-210 (cryptographic protocols). The Cloud Checklist assessment applies CIS Controls Version 7 across Infrastructure as a Service, Platform as a Service, Software as a Service, and Function as a Service models, with Nevada-specific requirements addressing data segregation, residency, background checks, intellectual property rights, and end-of-service data handling and purge procedures.

Vendors must maintain general liability, professional liability, and workers' compensation insurance with minimum coverage limits and A.M. Best ratings of A- VII or better. Certificates of insurance must be provided before contract execution and maintained throughout the term. All proposals must include completed reference questionnaires submitted to Jennifer Thomas (jennthomas@admin.nv.gov) by August 25, 2026 at 5:00 p.m., with references evaluated across thirteen rating categories on a 0–10 scale addressing expertise, flexibility, responsiveness, billing accuracy, and problem resolution. Vendors must also complete certifications regarding federal lobbying restrictions and acknowledge compliance with applicable federal laws and state procurement requirements. Pricing is determined through the proposal submission process using a cost schedule with per-transaction unit costs based on anticipated verification volume.
