About this opportunity

The Kenton County Airport Board (KCAB) is soliciting proposals through Request for Proposal 25-063-RFP for Assessments, Retro Commissioning, and Equipment Data Collection Services at Cincinnati/Northern Kentucky International Airport (CVG). This professional services procurement seeks a qualified consulting firm to support KCAB's Asset Management Program through multi-disciplined condition assessments, commissioning and retro-commissioning activities, and asset inventory collection across diverse infrastructure categories including buildings, bridges, passenger boarding bridges, elevators, utilities, HVAC systems, fire protection systems, baggage handling systems, roofing, and pavement. The consultant must provide certified and licensed personnel, conduct pre-assessment meetings two weeks prior to inspections, deliver draft reports within two weeks of assessment completion, and finalize reports within two weeks of draft presentation; commissioning and retro-commissioning tasks require design standard review, installation verification, written reports detailing findings and risks, and personnel training, while equipment inventory support involves collecting detailed equipment information for integration into KCAB's Enterprise Asset Management system. Deliverables include comprehensive assessment reports with system condition summaries, annotated floor plans, deficiency lists with photographs, corrective action recommendations, code compliance findings, and capital planning tools comprising lifecycle cost analysis by asset and rough order of magnitude estimates prioritized by urgency. Key qualifications required include demonstrable experience with ISO 55001 Asset Management Standards, asset management and facilities management plan development, facility assessments, and asset management software implementation. The evaluation will be conducted in four phases across 100 total points: Approach to Assignment (30 points), Experience of Key Personnel (30 points), Firm Qualifications (25 points), and Pricing (15 points). Questions from prospective bidders are due by 11:59 pm on Monday, October 27, 2025, with answers posted no later than Thursday, October 30, 2025 at 6:00 pm, and proposals must be received by Thursday, November 6, 2025 at 2:00 pm Eastern Time; interviews are scheduled for the week of December 1, with anticipated board approval on January 20, 2026 and contract implementation on January 26, 2026.

KCAB has established a Kentucky resident bidder preference in accordance with state law and adheres to Title VI of the Civil Rights Act of 1964, ensuring that disadvantaged business enterprises are afforded full and fair opportunity to submit bids without discrimination based on race, color, or national origin. Pricing shall be submitted on an hourly rate basis using a provided Position Rate Sheet covering positions such as Principal, Senior Project Manager, Project Manager, Senior Architect/Engineer, Engineer, Senior Designer, Designer, Technician/CAD, Senior Facility Manager, Facility Manager, Facility Inspector, Construction Manager, Construction Inspector, Data Analyst, and Database Administrator, with proposers required to complete a sample project quote based on their submitted rates. The contract will be structured as a master service agreement with work assigned through separate Task Orders mutually agreed upon and authorized by KCAB's Chief Executive Officer, with a three-year initial term and an option to renew for two additional one-year periods. The contractor must maintain comprehensive insurance coverage including professional liability insurance of at least $1,000,000, commercial general liability insurance of $2,000,000 to $10,000,000 depending on work location, automobile liability insurance, and workers' compensation; the contractor must also name KCAB as an additional insured and ensure badged employees at a cost of $44 per badge including security threat assessment and fingerprinting. Compensation will be determined through individual task orders with monthly invoicing on a net 30 payment basis, though no specific overall contract value is stated in the RFP; compensation is contingent upon satisfactory completion of work as defined in applicable Task Orders, with reimbursable expenses limited to inter-city transportation and out-of-town travel costs.
