About this opportunity

Reeves County, Texas is requesting proposals for the design, engineering, supply, and installation of aquatic play structures, water slide complexes, spray features, and a surf ride for an indoor waterpark in Pecos, with sealed bids due June 22, 2026 at 11:00 a.m. CST and a tentative award date of July 13, 2026. Questions are due June 15, 2026. The awardee must be licensed to operate in Reeves County, the City of Pecos, and the State of Texas, and must provide drawings and calculations sealed by a registered professional engineer in Texas.

The scope spans three primary components: an interactive play structure complex with a minimum 3,660 square-foot footprint, approximately 25 feet in height, with at least four slides, 40 interactive water play components, and a dumping bucket feature across three phased expansion options; a slide complex with four flumes including side-by-side inner tube slides and body slides with looping elements terminating in fiberglass runouts; and spray features (geysers, arching sprays, and spill features) distributed throughout the activity pool, zero-depth entry area, and lazy river. The scope also includes a Double Surf Machine ride. Detailed technical specifications address fiberglass materials, thickness, gelcoat and UV coating, manufacturing processes and location, stainless steel construction standards, flow rates in gallons per minute, hourly ride capacity, rider height and weight restrictions, and anchor bolt testing. Deliverables include BIM models in current software versions, scaled plan views, 3D renderings, PE-stamped drawings, and specifications demonstrating compliance with Model Aquatic Health Codes and ASTM International standards.

Pricing must include all materials, labor, supervision, equipment, freight, insurance, taxes, duties, import duties, material import taxes, VAT, delivery to port and site, job site construction and installation, installation supervision, crew travel, provision of installation tools and equipment, and a 24-month warranty from commissioned date. The vendor is responsible for all installation costs and site logistics. Project completion is targeted for December 2027. Proposals must remain valid for 120 days and include at least five references of comparable projects. Evaluation criteria prioritize cost as the highest priority, followed by responsiveness to requirements, relevant past performance and experience, technical expertise, and uniqueness of the solution. The county will not be responsible for material price increases during design and construction.
