About this file

This is a Request for Proposal (RFP) and Invitation to Bid (ITB) package issued by Reeves County, Texas for the design, engineering, supply, and installation of aquatic amenities for a new indoor waterpark facility located in Pecos, Texas. The project encompasses three main components: an interactive play structure complex, a slide complex with multiple waterslides, and spray features distributed across various pool areas. The interactive play structure requires a minimum 3,660 square-foot footprint approximately 25 feet in height with at least four slides, 40 interactive water play components, and a dumping bucket feature, with three phased expansion options. The slide complex calls for four flumes including side-by-side inner tube slides and body slides with looping elements, all terminating in fiberglass runouts. Spray features include geysers, arching sprays, and spill features throughout the activity pool zero-depth entry area and lazy river. Questions regarding the proposals must be submitted by June 15, 2026, with sealed bids due June 22, 2026 before 11:00 AM CST. The tentative award date is July 13, 2026, with project completion targeted for December 2027. Proposals must remain valid for 120 days and include at least five references of comparable projects.

Pricing must include all materials, labor, supervision, equipment, freight, insurance, taxes, duties, and a 24-month warranty from the commissioned date, with the vendor responsible for all installation costs and site logistics. The vendor must be licensed to operate in Reeves County, the City of Pecos, and the State of Texas, and all vendors must provide drawings and calculations sealed by a registered professional engineer in Texas. Colors must be bid as premium options, and vendors must propose an air quality strategy for controlling the environment inside exterior slides to address the high temperatures of Pecos. Evaluation criteria prioritize cost as the highest priority, followed by responsiveness to requirements, relevant past performance and experience, technical expertise, and uniqueness of the solution. The county will not be responsible for material price increases during the design and construction period, and vendors must submit completed RFP analysis forms in Excel format along with scaled plan views, 3D BIM files, and detailed technical specifications demonstrating compliance with Model Aquatic Health Codes and ASTM International standards.

Vibrant, Confident Color Palette A mix of rich desert tones and saturated accents: rust reds, golden yellows, turquoise, indigo, and silver—evoking Texas sunsets, dusty trails, and high-desert skies with contemporary flair.

THE RODEOTHE RODEO

Rodeo as Visual Language Uses the rich aesthetics of rodeo culture—weathered wood, stitched leather, hand-painted signage, arena fencing, and bold typography—to shape a world that feels both lived-in and legendary. These textures and patterns create an environment that’s tactile, authentic, and instantly iconic.

Immersive Energy & Motion The layout and design reflect the movement and rhythm of a rodeo in full swing.

Curved pathways mimic the flow of an arena track, lighting cues simulate spotlight moments, and layered sightlines build anticipation and drama as guests explore the space.

Authenticity Meets Style Heritage patterns like tooled leather, denim weaves, and Western embroidery inspire wall treatments, architectural detailing, and custom graphics—stylized for modern impact without losing their rugged charm.

Arena-Inspired Design Moments Wayfinding and signage take cues from arena marquees infusing the environment with playful, place-based character.

Sunset & Spotlight Palette A warm, vibrant color story of dusty reds, golden yellows, denim blues, and spotlight whites—mirroring the colors of a West Texas evening show, transitioning from day to night across both indoor and outdoor zones.
