About this opportunity
The County of Orange, County Executive Office - Real Estate is issuing a Request for Proposals (RFP) for professional appraisal services to be provided on an as-needed basis for a five-year contract period spanning 2026 through 2031. The procurement seeks qualified firms capable of delivering comprehensive real estate appraisal services including property valuations for sales, purchases, leases, and conveyances; appraisal reviews and consultations; leasehold and easement valuations; just compensation determinations in condemnation proceedings; rental schedule and lease provision analysis; property tax assessment valuations; security appraisals; and market trend analyses. Respondents must possess California Licensed Certified General Appraiser status with a minimum of five years of appraisal experience, maintain a local California office presence, provide five professional references (preferably including at least two from comparable California public sector entities within the past five years), and demonstrate experience serving organizations of similar size and complexity to the County. The RFP was released on February 18, 2026, with a question submission deadline of March 5, 2026, at 2:00 p.m. and a proposal submission deadline of March 18, 2026, at 2:00 p.m. All proposals must be submitted electronically via the County's eProcurement Portal; facsimile and email submissions will not be accepted. Evaluation will be conducted in two phases, with Phase 1 allocating 900 points to the written response and Phase 2 allocating 100 points to cost proposals based on hourly rates for various staff classifications and unit costs for specialized services such as appraisal reviews, trial preparation, litigation support, and expert testimony.
The County of Orange applies Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certifications as preferences, offering a five percent preference to certified businesses and an eight percent preference to businesses certified as both OCLSB and DVBE. The contract is structured as a Regional Cooperative Agreement (RCA) allowing subordinate contracts with other California local and state governmental entities, which may require a two percent administrative rebate on total sales through third-party administrator Pavilion. Respondents must obtain D-U-N-S and Unique Entity Identifier (UEI) numbers and submit federal Form W-9 or W-8 within ten days of award notification, in addition to complying with the Levine Act Campaign Contribution Disclosure Form and Political Reform Act requirements. All proposal responses must remain valid for 365 calendar days from the closing date. The total contract amount is to be determined (TBD) pending proposal evaluation and Board of Supervisors approval, which is required for contracts exceeding $200,000 annually or $1,000,000 in total value across all contract years. No price increases are permitted during the first year of the contract, and any subsequent price adjustments must include documented proof of cost increases with 30 days' advance written notice.
